Position Summary
Minnkota is seeking applicants for a Government Affairs Representative based in Bismarck, North Dakota. This role is responsible for identifying current and emerging key federal and state public policy issues that have or could have significant impact to Minnkota, analyzing the political environment associated with the issues, and preparing strategic and tactical recommendations for policy positions, also responsible for monitoring and analyzing federal and state legislative regulatory initiatives. This position interacts with Minnkota internal staff, member systems, member system managers, and state rural electric associations as directed and appropriate. They represent the interests of Minnkota to external organizations, governmental entities, and legislators and their staff, as directed. They have responsibility to monitor and analyze federal and state legislative and regulatory issues affecting Minnkota and its member systems.
Essential Responsibilities
- Represents the interests of Minnkota to external organizations, governmental entities, and legislators and their staff, as directed.
- Interacts with Minnkota internal staff, member systems, member system managers, and statewide rural electric associations as directed and appropriate.
- Assists with monitoring and analyzing federal and state legislative and regulatory issues affecting Minnkota and its member systems.
- Supports and maintains a tracking system to provide the status of various issues and positions, both internally and externally, in conjunction with the VP of External Affairs.
- Assists with writing position papers, letters, and resolutions on various issues and preparing comments and testimony for submission to governmental entities.
- Maintains appropriate contacts with legislative and regulatory officials at the federal and state levels.
- Maintains appropriate contacts with trade associations, attends meetings and represents Minnkota policies.
- Undertakes special assignments in areas related to external and governmental relations and member programs, as directed.
- Adheres to and demonstrates compliance with appropriate electric utility industry regulatory requirements. Attains knowledge and remain knowledgeable of development in regulations, laws, standards and best practices applicable to the functional area.
- Demonstrates and promotes ethics and behaviors consistent with Minnkota’s culture, Board policies, and business practices.
Minimum Qualifications
Education
Required:
- Bachelors degree in political science, communications, business, or another related area
- OR equivalent combination of education and experience
Experience
Preferred:
- Experience in a similar role that involved work with federal and state government issues
- Energy or electric cooperative industry experience
- Knowledge of regulations affecting the rural electric utility industry at the local, state, and federal level
