Summary: The Highland Park Housing Authority aims is to ensure safe, decent and affordable housing; create opportunities for residents’ self-sufficiency and economic independence; and assure fiscal integrity by all program participants. Located in the Borough of Highland Park, the housing authority has two properties, Park Terrace and Samuel J. Kronman Apartments. Responsibilities: The Director of Property Housing will be responsible for managing the two properties to ensure residents are safe and they receive a quality of life. Must be knowledgeable of the Housing Section 8 admission and leasing process. Must have Tax-Credit experience. The position is the point of contact for all housing issues and will work closely with the Executive Director advocating on behalf of the residents by establishing and working with community partners, and monitor trends related to accessible, integrated, and affordable housing. This position supervises the Section 8 Staff, Maintenance Staff, Case Worker and Office Support Staff.
Essential Duties and Responsibilities:
- Supervises the Section 8 Staff, Housing Support Staff Maintenance Staff and Office Support Staff
- Supervision of staff to includes working with the Executive Director to assess staff hiring, firing, development, determining annual performance metrics, assuring training is available (internally or externally)
- Consultation with executive director is expected for hiring and firing decisions.
- Supervise staff by coordinating time off and caseloads.
- Maintain Section 8 capacity, improvement, and the expansion of the Section 8 Voucher program.
- Becoming familiar with all aspects of Highland Park Housing Authority’s programs and services to facilitate more extensive services as needed.
- Knowledgeable of program eligibility, must be able to answer difficult questions about income, criminal background checks, and verifying applicant employment.
- Supervises maintenance of waiting list for prospective residents
- Ensure all Department of Housing requirements and deadlines are met.
- Knowledge about RAD
- Execute resident recertifications.
- Must be able to answer questions from Section 8 staff, resident, and landlords regarding information on status of rent, and mediates problems between tenants and owners.
- Establishes and maintains excellent working relations with Section 8 Staff, Office Support Staff, program clients, and landlords.
- Participate in Housing Boards, community meetings, and taskforces geared towards creating policies that benefit our residents.
- Responsible for keeping strict confidentiality of all protected information concerning residents, staff, and volunteers.
- Must be familiar with our different funding streams, state, and federal grants.
- Responsible for delegating tasks to the Section 8 Manager, Office Support Staff, and Maintenance Staff.
- Perform internal file audits of Section 8 files.
- Must be knowledgeable about tax credits.
- Must be able to initiate and help facilitate community events.
- Perform other duties as assigned by the executive director.
Qualifications
- Ability to communicate and relate to persons of diverse backgrounds and abilities and establish and maintain effective working relationships.
- Ability to problem solve with creative and individualized approaches.
- Knowledge of community resources
- Excellent verbal and written skills
- Ability to take initiative and work with minimal supervision.
- Knowledge of and experience with basic computer skills
- Excellent organizational skills and time management
- Ability to prioritize and plan effectively.
- Experience in management and supervision preferred.
Education and/or Experience
- Bachelor’s Degree in a related field or five years of related work experience
- Preferred knowledge of HUD and Authority policies, procedures and practices pertaining to the Section 8 Programs
- Bi-lingual is helpful.
- Must have a valid driver’s license and be able to travel.
