The City of Pierre seeks a passionate individual to join our team in making Pierre one of the best places to live, work, and visit. We are seeking an individual knowledgeable about water treatment and distribution who will be responsible for managing a state of the art treatment plant. This position is responsible for managing the operations and maintenance of the city’s water treatment plant and distribution system including fiscal operations, construction, maintenance, and administration. Oversees maintenance of distribution system; installation and emergency repair of water mains. Plans, directs, and supervises the operations and maintenance of the water distribution and treatment system. Ensures compliance with local, state, and federal drinking water regulations.

JOB SUMMARY
This position is responsible for managing the operations and maintenance of the city’s water treatment plant and distribution system.
MAJOR DUTIES
- Ensures a safe and adequate supply of potable water for drinking, irrigation, and firefighting needs.
- Serves as Operator in Responsible Charge for the water system.,
- Ensures city complies with local, state and federal regulations governing public water supplies.
- Plans, directs, and supervises the operations and maintenance of the water distribution and treatment system
- Develops and implements operation and maintenance procedures.
- Plans operations, including setting priorities and preparing long- and short-range strategies to ensure effective system operations; coordinates activities with other city departments, contractors, and agencies.
- Supervises the operation and maintenance of the Supervisory Control and Data Acquisition (SCADA) system.
- Develops annual department budgets and fee schedules; monitors expenditures under the current budget; reviews and makes recommendations to the Construction and Operations Manager concerning various service, equipment, and materials contracts and agreements.
- Coordinates in-house safety training.
- Interviews, hires, trains, assigns, schedules, directs, supervises, evaluates, and disciplines personnel.
- Ensures adequate equipment and materials inventory.
- Schedules training, work, and vacation time; maintains record of hours worked.
- Responds to emergency situations, including after-hours emergencies.
- Attendance is an essential function of this position.
- Coordinate work with builders and developers for new developments/construction, building additions, or moving facilities; identify materials needed and review estimates.
- Assist in developing bid specifications for material and equipment to be used by the Water Department and for projects using contract labor.
- Review specifications or plans for water projects and monitor contractor, engineer, and developer compliance with Water Department specifications and standards.
- Performs related duties as assigned.
KNOWLEDGE REQUIRED BY THE POSITION
Knowledge of water treatment plant and water distribution principles, plant operations, and equipment.- Knowledge of surface water quality characteristics and variations, the fundamentals of physical and chemical water treatment, and of hydraulics as it relates to pumping and distribution of water.
- Knowledge of SCADA operations principles.
- Knowledge of local, state, and federal regulations related to safe drinking water and water treatment residuals disposal.
- Knowledge of computers and job-related software programs.
- Knowledge of water system pumps, motors, copper ion, coagulant, chlorine, polyphosphate and ammonium sulfate feed systems, pH adjustment systems, ultrafiltration systems, membrane clean-in-place systems, wash water recovery systems, pump stations, valves, water meters, leak detection devices, etc.
- Knowledge of project management principles.
- Knowledge of budget development and management principles.
- Knowledge of personnel management principles.
- Skill in the interpretation of plans, maps, and specifications.
- Skill in the operation and maintenance of mechanical and electronic equipment.
- Skill in planning, organization, and decision making.

SUPERVISORY CONTROLS
The Construction and Operations Manager assigns work in terms of department goals and objectives. The supervisor reviews work through conferences, reports, and observation of division activities.
GUIDELINES
Guidelines include state and federal regulations, the Safe Drinking Water Act, the Clean Water Act, city ordinances, and city policies and procedures. These guidelines require judgment, selection, and interpretation in application. This position develops department guidelines.
COMPLEXITY/SCOPE OF WORK
The work consists of varied management, supervisory, and technical duties. Changing water conditions and frequent regulatory changes contribute to the complexity of the position.- The purpose of this position is to direct the city’s water treatment and distribution operations and maintenance. Successful performance helps ensure the provision of safe drinking water for customers.

PHYSICAL DEMANDS/ WORK ENVIRONMENT
The work is typically performed while intermittently sitting, standing, stooping, or walking. The employee occasionally lifts light and heavy objects, climbs ladders, uses tools or equipment requiring a high degree of dexterity, distinguishes between shades of color, and utilizes the sense of smell.
The work is typically performed in an office, at water treatment facilities, and outdoors, occasionally in cold or inclement weather. The employee is exposed to noise, dust, dirt, grease, machinery with moving parts, contagious of infectious diseases, and irritating chemicals. Work requires the use of protective devices such as masks, goggles, gloves, etc./
SUPERVISORY AND MANAGEMENT RESPONSIBILITY
This position has direct supervision over Lead Water Plant/System Specialist (1), Water Plant/System Specialist (3) and Utility Locator (1)
MINIMUM QUALIFICATIONS
Knowledge and level of competency commonly associated with completion of specialized training in the field of work, in addition to basic skills typically associated with a high school education.
Experience sufficient to thoroughly understand the diverse objectives and functions of the subunits in the division/department in order to direct and coordinate work within the division/department, usually interpreted to require three to five years of related experience.
Possession of or ability to readily obtain Class III Water Treatment, and Class II Water Distribution,
Possession of or ability to readily obtain a valid driver’s license issued by the State of South Dakota for the type of vehicle or equipment operated.
Qualifications
High school diploma and three years of related supervisory experience. Possession of or ability to readily obtain Class III Water Treatment, and Class II Water Distribution. Must clearly demonstrate ability to successfully manage budgets, projects and personnel. Must possess strong administrative, oral & written communication skills. It is very important that this person have a demonstrated record of success at bringing diverse individuals, groups, & organizations together to accomplish projects.
