GENERAL DESCRIPTION

Our mission at the Texas Department of Motor Vehicles (TxDMV) is to serve, protect and advance the citizens and industries in the state with quality motor vehicle related services. We are a dynamic state agency dedicated to customer service, consumer protection and the success of motor vehicle-related industries.

Performs advanced human resources work. Reporting to the Human Resources (HR) Director, the Recruiting and Retention Specialist (HR Specialist V) provides direction to management for the functions of recruiting, screening and selection as well as HR policy interpretation, retention, service awards program, New Employee Orientation (NEO) processing and HR training development for the Texas Department of Motor Vehicles (TxDMV). Work involves establishing procedures and business practices to continually improve and deliver effective and efficient HR services. May travel up to 10%. Works under limited supervision with considerable latitude in the use of initiative and independent judgment.

ESSENTIAL DUTIES

Assists supervisors with hiring process; coordinates and/or prepares job requisitions; updates applicant information in CAPPS.

Conducts applicant screening for minimum requirements.

Conducts thorough review of selection packets ensuring compliance with state law and TxDMV policies and procedures.

Coordinates the due diligence process for new hires.

Participates in active recruiting and attends job and career fairs.

Monitors turnover issues, exit survey information, employee survey results and other data to identify trends. Reports information to the HR Director and HR team leads.

Participates in retention activities and develops tools, procedures and processes to assist with employee engagement and retention.

Provides HR consultation and policy guidance to employees and managers on all HR policies and procedures.

Oversees and coordinates service awards program. Coordinates service awards for Board meetings. Runs reports to identify employees eligible for service awards, and generates and distributes certificates and awards for recipients. Manages inventory and procurement of service awards items and gifts.

Oversees and processes documents for TxDMV new hires at NEO to include Veterans DD 214 forms, telecommuting training forms, and college degree transcripts.

Processes Immigration and Naturalization I-9 forms, completes entry in the E-Verify system and ensures the agency is compliant with federal laws and regulations. Oversees, tracks and maintains I-9 information in Excel spreadsheet.

Conducts prior state service verifications and updates systems accordingly. Provides prior state service verifications to requesting state agencies.

Monitors required license, certification or registration requirements. Collects and enters renewals or changes. Ensures employees meet minimum licensure, certification or registration job requirements.

Creates management training and tutorials on HR topics using PowerPoint, E-Learning and other presentation formats.

Assists with facilitating and preparing TxDMV managers for organizational or human resources policy/procedural/process change; conducts readiness for change assessments; develops and deploys change management strategies. Assists with the assessment of organizational effectiveness and assists managers in developing strategies to implement process improvement.

Identifies legal requirements and government reporting regulations affecting human resources functions.

Develops procedures and makes policy recommendations for improving areas of responsibility.

Plans, develops, standardizes, implements, coordinates, monitors, and evaluates procedures and business practices for the assigned human resource functions to increase the effectiveness and efficiency of HR service delivery.

Enters data in various human resources information systems. Develops reports, analyzes data and provides customers with accurate and useful information.

May assist with HR related programs and special assignments/projects.

Performs other job-related duties as assigned.

Qualifications


MINIMUM REQUIREMENTS

Education and Experience

Bachelor’s degree from an accredited college or university or U.S equivalency thereof in business or public administration, Human Resources, management or related field plus five (5) years human resources experience.

Work experience in employment, recruiting and/or retention.

Additional related experience may be substituted for education on a year per year basis. (Experience requirements may be satisfied by full-time experience or the prorated part-time equivalent.)
