The State of New Hampshire, Department of Transportation, Bureau of Transportation Systems Management & Operations has a full-time vacancy for Transportation Management Communications Specialist II (TMC Specialist II) Shift Leader.

SUMMARY:

To perform skilled operation, management and maintenance of the Transportation Management Center’s Transportation Management System (TMC’S TMS) in emergency and non-emergency conditions.

MINIMUM QUALIFICATIONS:

Education: Associate’s degree from a recognized college or university with a major study in any field. Each additional year of approved formal education may be substituted for one year of required work experience.

Experience: Five years of experience required in a field or occupation including dispatching, communications, emergency response, information technology, or experience as a Transportation Management Communications Specialist I, or comparable experience. Each additional year of approved work experience may be substituted for one year of required formal education.

License /Certification : Applicant must possess a valid driver’s license. The applicant’s Motor Vehicle Record (MVR) must meet the minimum standards as established by the hiring agency.

SPECIAL REQUIREMENTS:

  • Offers of employment are conditional upon receipt of a negative result on pre-placement urinalysis controlled substance test.
  • Must participate in controlled substance and alcohol testing program, which includes random, reasonable cause, return to duty and follow-up testing.
  • Applicants are subject to a National criminal record background check.
  • Must be able to work nights, weekends and holidays as scheduled.
  • Must be available to work extended hours during transportation events and/or emergencies as needed.
  • Must be available for call-back duty as needed.

· All accountabilities must be performed in accordance with State and Department rules and policies, including risk management, safety and environmental standards, regulations and administrative orders.

RESPONSIBILITIES:

Ensures compliance of agency policies and procedures when performing traffic management procedures.

Detects and responds to traffic management information from sources such as alarms, flow map, CCTV (Closed Circuit Television), police radio monitor and cell phone call-ins.

Verifies and classifies traffic events such as congestion, incidents, special events, construction, and signal malfunctions using CCTV (Closed Circuit Television) and coordination with other TMC operators.

Views, creates, modifies, and enables response scenario when traffic event is detected. Evaluates and responds to major incident, by determining lanes blocked, injuries, fatalities, spills, and estimated incident duration and by confirming ambulance, coroner, and HAZMAT responders.

Coordinates with interagency traffic management personnel (such as other TMC operators, emergency personnel, signal system operators, transit vehicle system operators, railroad system operators, police, and private information service providers) during confirmed incidents and before special events.

Supervises TMCS I staff and evaluates work performance of subordinate staff and monitors compliance with established work procedures.

Communicates with other TMC operators, supervisors and public about traffic management activities.

Operates camera and scans multiple monitors to monitor, verify and diagnose traffic events.

Prepares reports and makes recommendations for improvements to the Transportation Management System and established work procedures.
