The Senior Manager, Government Contracting and Pricing will be responsible for managing various data flows and processes necessary to generate monthly/quarterly government pricing for Medicare, Medicaid, PHS, VA & DoD. Secures data feeds from the process owners for direct sales, chargebacks, and rebates and admin fees. Ensures that data is uploaded into the government reporting system. Creates reports to analyze trends. Investigates discrepancies and outliers and to proposes adjustments. Coordinate product changes/additions into the iContracts system and the Drug Data Reporting System (DDR) as well as maintained communication with the Sales & Marketing teams and Contracts.
Responsibilities
- Lead all aspects related to the management and compliance of two (2) dual-price Federal Supply Schedule (FSS) contracts. Including:
- Preparing “Request for Modifications (RFMs)” for updates/changes to FSS, as required.
- Utilizing various systems and reports to monitor and ensure ongoing FSS compliance; including, identifying and remediating Tracking Customer (TC) price changes and issues.
- Initiating system pricing updates based on properly executed government and internal documentation.
- Supporting the annual Public Law and System Award Management (SAM) processes.
- Establishing and maintaining a good working relationship with designated VA Contracting Officer (CO).
- Coordinates product changes/additions into the (GP) system. Review for accuracy product master data with CMS database DDR (Drug Data Reporting) system management.
- Collaborates the Medicaid payment process for Hikma with 3rd Party Processor.
- Assists the Medicaid 3rd Party Processor with state inquiries and disputes.
- Analyzes the Medicaid 3rd Party Processor accrual analysis for Finance.
- Provides Finance with Monthly and Year to date Medicaid utilization reports that reconciles the GP to the SAP General Ledger.
- Review Medicaid Rebate payment trend, scan rebate checks received from Accounts Payable, and mail Medicaid checks to third party Medicaid processor “The Rodenhizer Group, LLC”.
- Completes new product applications timely to gain access to the Texas Medicaid formulary and works with Texas Medicaid department to confirm that products are added to formulary. Receives, analyzes & loads data from Finance for use in government pricing (GP) system
- Performs detailed data analysis of sales and payment transactional data using variance and analytical reporting tools to validate accuracy of the data and resulting calculations.
- Collaborates with various departments to resolve all source system data issues identified in the data reconciliation and validation process prior to calculations being processed.
- Loads all analyzed data to government pricing (GP) system.
- Calculate and timely submit Monthly AMP, Quarterly AMP, Best Price and ASP to CMS
- Calculate and timely submit Quarterly PHS price to HRSA
- Calculate and timely submit Provisional, Temporary, Permanent, Quarterly and Annual NFAMP/FCP to VA.
- Calculate Medicaid Rebate and 340b liability due to restatement of Government Prices.
- Maintain an awareness of constantly changing government regulatory landscape within the pharmaceutical industry.
- Help determine the financial impact of healthcare reform on Hikma’s federal government business.
- Interact with internal and outside legal counsel on various health care topics
- Update and review the Medicaid vendor address book for proper check distribution.
- Generates monthly/quarterly price variance reports for all calculations and prepares outlier analyses for Senior Management review.
- Coordinates new product launch information with regulatory & marketing to ensure data harmonization between FDA & CMS
- Maintains GP system methodology and eligibility parameters as required by rules and regulations promulgated by federal and state agencies
- Participates in ongoing and timely implementation and maintenance of approved policy, work instructions, or calculation methodology changes due to new regulations or changes in business practices.
Qualifications
- Bachelor’s degree required; MBA preferred.
- A minimum of 3-5 years of experience in Government Pricing and Contracting required.
- Experience in Gross-to-Net, rebate and contract management are also welcome.
- Knowledge of U.S. Government pricing statutes and regulations including knowledge of OBRA 90, OBRA 93, Deficit Reduction Act, VA Healthcare Act, the Medicare Modernization Act, and the Patient Protection and Affordable Care Act.
- Ability to establish and maintain strong working relationships with varying levels of government representatives (VA Contracting Officers, Office of Inspector General, CMS Operations, CMS Policy Group, etc.)
- Analytical and problem-solving skills.
- Attention to detail and a high degree of accuracy are necessary to ensure compliance with timelines, internal policies, laws and regulations.
- Strong Excel and Word skills are required, SAP and Access strongly preferred.
- A self-starter; ability to work independently.
- Ability to communicate government requirements effectively to all levels of the organization. effective written and oral communication skills
