The State of New Hampshire, Department of Information Technology, Operations Division - Data Base Administration has a full time vacancy for a Senior Database Administrator/Technical Support Specialist VI.
SCOPE OF WORK: Directs, oversees, monitors, and coordinates the selection, installation, design, development, security, normalization, operation, processing, performance and maintenance of sophisticated relational DBMS (Oracle, DB2, e.g.) and/or other data storage and retrieval systems operated on micro, midframe, mainframe and client/server systems that are utilized by Departmental, cross functional, mission critical software applications. Evaluates, plans or integrates analysis of data to formulate current and long-range solutions, strategies or policies of a specialized or technical nature.
ACCOUNTABILITIES:
Selects and directs the implementation of systems performance tools to monitor performance.
Identifies, defines, designs, and constructs the software and hardware systems that will store and retrieve data from a variety of micro, midframe, mainframe, and client/server data base systems.
Controls, establishes, defines, and coordinates logical data elements, relationships, links, standards and physical structure of the data storage and retrieval system for various uses of the data retained.
Advises, directs, and negotiates with all department users and technical personnel and coordinates/facilitates communication between agencies to ensure efficient design and utilization of the database systems utilizing knowledge of the department programs, policies and goals and the ability to communicate and negotiate effectively with diverse groups with varying priorities.
Coordinates research efforts concerning analysis of suitability of new computer technology, and submits recommendations to agency management.
Identifies, designs, organizes, directs and monitors training programs and the dissemination of written procedures to initiate/maintain an effective orientation program for all Department software developers, network personnel, user management, non-state employees, and others. This will be necessary to ensure complete understanding of data stored in the database systems, to promote proper understanding of operations and improve the effectiveness of those using these systems.
Researches technical material, develops new solutions to problems, forecasts problems, and identifies solutions.
Creates triggers, writes stored procedures and implements comprehensive SQL language programs as necessary to support Department level ad-hoc requests for information, implementation of new or existing applications or extract of information to other data bases applications.
Researches, identifies the need for, designs detailed functional specifications, system specifications and implements software routines and manual procedures as necessary to ensure data integrity is verified and maintained at all times within the database.
Assigns, outlines, and supervises programming activities that affect the database including analysis, coding, testing, debugging, operation, implementation, and documentation.
Oversees, monitors, directs and performs the creation and modification of computer programs, JCL streams, and documentation for the creation and maintenance of the department applications.
Directs, designs, and implements recovery and backup activities to ensure data integrity and system/database recoverability.
Accesses the Internet to secure software patches, updates, enhancements, product information, documentation, user bulletin boards and shared information forums with other DBMS users.
Provides guidance, advise for, and directs capacity planning efforts on the various hardware platform.
Provides detailed estimates of time and resources required utilizing state of the art project planning software as necessary to perform software/database developments and maintenance tasks.
Reviews and evaluates work of teams and individuals, prepares and presents task, project and individual performance reports.
Directs, designs, and implements database security as necessary to ensure confidentiality of Department and client information and to ensure the integrity of the database and to provide protection against felonious access and disbursement of information utilizing knowledge of automated security systems, information security principals, agency operation and confidentiality requirements.
Reviews changes to User policies and procedures, and plans systems modifications accordingly.
Provides guidance, advice and direction to subordinates; demonstrates in-depth understanding of all database and related client server programming concepts, including flowcharting, data flow diagramming, entry relationship diagramming, requirements definition, system and software analysis, coding, debugging, testing, documenting, and implementing programs and systems.
Assigns work, monitors performance, and evaluates results of assigned team members, teams and projects.
Designs, directs, monitors, controls and operates mainframe and client/server database performance monitoring software, hardware and other tools as necessary, generating detail and high level management reporting to teach, train, advise and direct changes as necessary to applications, networks, hardware, software, and/or database structure to ensure optimal data accessibility.
Develops, documents, generates, and presents to administrators, technical staff, contractors and other outside entities performance, security and other important information forecasting the changes that will take place in any and all aspects of the database and information retrieval needs of the department based, as to allow the Department/agencies adequate lead time to secure funding, plan and implement needed changes. This process will be performed based upon statistical sampling, performance trend analysis and detailed knowledge of the operation and performance of the database systems under the control of this position.
Creates and maintains a data dictionary of all elements in the database systems that will include but not be limited to, data field definition documentation of source, utilization, range, domain, security needs and other important data element information.
MINIMUM QUALIFICATIONS :
Education : Bachelor's degree from a recognized college or university with a major study in mathematics, computer science, business administration or a related degree field with at least fifteen (15) credit hours in the field of computer science. Each additional year of approved formal education may be substituted for one year of required work experience.
Experience : Eight years' experience in computer networking and systems operations, three years of which shall have been concerned with designing and maintaining computer networks and providing technical support in a multi-platform environment. Each additional year of approved work experience may be substituted for one year of required formal
education.
SPECIAL REQUIREMENTS: Temporary schedule changes or off-hours work (non-business hours), including overtime, may be required to allow for planned installations and upgrades.
License/Certification : Must be eligible to hold a valid New Hampshire driver's license and have access to transportation for use in statewide travel.
