Leads and generates overall strategies for implementing Ryan White Parts B and HOPWA programs according to grant guidelines. Responsible with RW management team for developing grant applications, writing Request for Grant Applications, and service contracts. Prepares quarterly and required federal reports on a timely and accurate basis. Supervises staff, promotes staff/team management and identifies staff training needs.

Serves in a consultant capacity with other regional, state and local programs to better coordinate service delivery to persons affected by HIV disease. Coordinates and provides Technical Assistance to contractors. Attends and/or facilitates regional, state and local public and advocacy group hearings; presents information for planning and/or decision-making purposes; responds to requests for information from employees/contracted organizations, other service providers and the public. Responsible for development, implementation, and evaluation of the SCSN and Integrated Plan.

Reviews and monitors Ryan White/HOPWA contractors’ activities to ensure compliance with grant and DHEC requirements, program standards and policies through reporting and site visits. coordinate technical assistance framework that aligns with program goals and requirements, including perpetual systems of training, on-boarding of users/ programs, data migration, development of tools and curricula, and strategic direction for inter-related committees. Convenes and assists with RW Peer Review and All Parts meetings to provide updates on program requirements. Manages monitoring of contracts on a routine basis.

With the Administration Manager and ADAP Manager, develops operational budgets for Ryan White and HOPWA grants and ensures development and execution of programs for the expenditure of funds and manages the expenditure of funds according to grant guidelines and established agency procedures. Establishing/revising policies, procedures, standards, strategies and goals for program areas.

Provide data, tools, best practice models, related guidelines/policies/recommendations, promoting teamwork among internal/external stakeholders who may have similar needs, solutions or tools. Conduct on-going review of reportable and auditable processes to ensure efficiency, compliance with regulatory requirements, adequate documentation. Support integrated rollouts of process changes to all impacted functional areas.

Completes Employee Performance Management System (EPMS) and promotes implementation of DHEC's strategic plan.

State Minimum Requirements: A bachelor's degree and relevant program experience.

Institutions of Higher Learning must be recognized by the Council for Higher Education Accreditation.
