Summary

This position is located in the Bureau of Overseas Buildings Operations, Planning and Real Estate Directorate, Office of Acquisitions and Disposals, Site Acquisition Division (OBO/PRE/OAD/SA). OBO/PRE/OAD/SA manages land acquisitions to directly support the Department's Capital Security Construction Program, which establishes new embassies and consulates worldwide to comply with congressionally mandated security requirements.

Duties

Plans, manages, and implements site acquisitions for diplomatic properties overseas ranging from routine to among the most complex in the Bureau of Overseas Buildings Operations (OBO) inventory.

Manages all activities associated with assigned land acquisition projects including securing easements, rights of ways, condemnation issues, and resolving title discrepancies.

Plans and leads/participates in land acquisition negotiations with private and corporate property owners as well as foreign government representatives.

Drafts language for official U.S. Government (USG) diplomatic notes to foreign governments dealing with property issues, property rights, reciprocity issues, and the payment of property taxes and government service fees.

Qualifications

Applicants must meet all the qualification requirements described below by the closing date of this announcement.

Applicants must have 1 year of specialized experience equivalent to the GS-13 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.

Qualifying specialized experience must demonstrate the following:

  • Experience applying the principles, practices, and methodologies of real estate acquisition as applied to sites for new facilities at overseas locations.
  • Experience negotiating fair and equitable terms for real property acquisition.
  • Experience analyzing complex international real estate problems, articulate problems and proposals both orally and in writing in a concise, accurate and persuasive manner.

There is no substitute of education for specialized experience for the GS-14 position.
