NDDOT Hiring Salary: $6,054 / month

This position is eligible for telework from Bismarck, North Dakota with in-person work duties and meetings required.

Summary of Work

At the North Dakota Department of Transportation (NDDOT), we owe our success to our Team and processes. As a Realty Officer IV in our Environmental & Transportation Services Division, you will provide leadership to the NDDOT project development Right of Way Relocation Assistance program. You will be responsible for ensuring right-of-way acquisition and relocation assistance are completed to meet project completion deadlines. This position will work with NDDOT and consultant project development staff to deliver complete highway improvement projects.

The ideal person for this position will be a problem solver with excellent communication skills and attention to detail. Experience in the areas of negotiation, acquisition, appraisal, and relocation assistance work is a plus. This position requires a thorough knowledge of legal descriptions, title work, right-of-way documents, valuations, and relocation property analysis. You will be responsible for developing and managing a relocation assistance plan including comparable replacement properties, cost estimates, and finalizing complex negotiations. Primary duties associated with this position are as follows:

Manage the relocation program per NDDOT/FHWA requirements:

  • Oversee the relocation assistance projects to ensure prompt and equitable relocation and re-establishment of displaced persons and/or businesses displaced in accordance with the ND Century Century Code and the Uniform Act.
  • Develop comprehensive relocation plans to include an inventory of individual needs, and replacement properties.
  • Prepare annual reports to FHWA on all relocation activities.

Offer technical support to consultants to help them understand the NDDOT Right of Way process:

  • Review consultant documents to help ensure they meet NDDOT requirements.
  • Attend field reviews, progress meetings, and public input meetings.
  • Address difficult negotiations with appropriate management to analyze issues in an attempt to resolve issues.

Negotiate, acquire, and dispose of land parcels:

  • Work with engineers to make adjustments for landowners or address issues that arise during negotiations.
  • Prepare administrative settlements and final payment or eminent domain condemnation.
  • Work with LPA’s, Federal and Tribal agencies, and Railroad to acquire Right of Way.
  • Oversee the purchase of billboards on all projects.
  • Oversee special interest acquisitions.

Attend Public Input and Landowner meetings:

  • Meet with property owners and explain the NDDOT’s proposed plans for the project.
  • Translate in detail Right of Way Plats and Construction Plans with property owners.
  • Coordinate with appraisers and/or engineers on potential design or valuation changes.

Minimum Qualifications

  • An associate degree in real estate, economics, finance, business administration, or other related field, and
  • Three years of full-time work experience with negotiations, acquisitions, and valuations.
  • Or, five years of work experience in real estate, economics, finance, business administration, or another field that provided the knowledge and skill required to perform the assigned duties.
  • Requires a class D driver’s license for travel to meetings and project locations.
  • Excellent communication skills, speaking and writing, attention to detail, and ability to multitask and prioritize workload.

Preferred qualifications:

  • Knowledge of practices, principles, standards, and guidelines as related to highway right-of-way title work, appraisal, real property acquisition, eminent domain, and associated regulations.
  • Relocation Certification with the International Right of Way Association or ability to receive within three years.

Requires satisfactory completion of the interview process and a verifiable record of satisfactory performance in previous employment.
