The Oklahoma Department of Emergency Management and Homeland Security (ODEMHS) prepares for, responds to, recovers from, and mitigates against disasters and emergencies. Our agency operates the State Emergency Operations Center which serves as a command center for reporting emergencies and coordinating state response activities.
The ODEMHS is seeking a full time Public Information Officer providing support to the Public Affairs Team. This is a state employee position governed by the Civil Service Rules, located in Oklahoma City, Oklahoma. The ODEMHS offers a comprehensive Benefits Package, including a generous benefit allowance to offset the cost of insurance premiums for employees and their eligible dependents. Additional benefits include flexible scheduling. The annual salary for this position is up to $55,000.00 based on education and experience.
Position Summary
Under the direction of the Public Affairs Director, the Public Information Officer promoting the Oklahoma Department of Emergency Management and Homeland Security and its various programs. This includes producing social media and web content, writing, and editing materials for the department, responding to inquiries from the media, and coordinating activities to tell the story of ODEMHS.

Typical Functions
  • Prepare news releases, articles, and other written content for the media and online to promote agency news and programs.
  • Serve as a Public Information Officer during disaster and non-disaster times; fulfill media inquiries, prepare agency updates for media and social media, coordinate media availability events, and perform media interviews as needed.
  • Coordinate and implement preparedness campaigns with partner agencies and stakeholders.
  • Manage and maintain agency social media efforts, to include development of a strategic social media calendar and unscheduled posts addressing emerging issues. Provide social media toolkits and materials to stakeholders.
  • Develop web graphics and short videos for social media and the website.
  • Develop and edit content for all agency web pages. Review and edit content submitted to ensure clarity, accuracy, branding consistency, and compliance with accessibility standards.
  • Develop educational and promotional materials for agency information booths and presentations.
  • Support facility tours and provide presentations on general agency or emergency management topics as needed.
  • Provide training on public information and social media in emergency management.
  • Serve as project leader for special PR projects.
  • Assist with external and internal event planning, including Emergency Management Conference and various office functions.
  • Manage electronic communication and email distribution software (currently GovDelivery) by assisting and producing professional emails and distribution lists when needed.
  • Work closely with agency Outreach Coordinator to support outreach events.
  • Develop and maintain systems for archiving and cataloging agency digital media.
  • Work with Public Affairs Director to ensure agency communication strategies are aligned with the ODEMHS’s overall strategic plan and goals.
  • During disasters, work with communications staff at partner agencies to ensure coordinated public information response.
Education and Experience
Education and Experience requirements consist of a bachelor's degree in any field plus two years of work-related experience in writing and editing, radio and/or television, public relations or serving as a public information officer. An equivalent combination of education and experience would be accepted with an additional two years of experience in writing and editing, radio and/or television, public relations or serving as a public information officer.

Special Requirements
Must be able and willing to perform all job-related travel in-state and out-of-state when necessary, including overnight travel and travel to disaster scenes. Percentage of travel up to 10%. Must be able to work extended hours during Emergency Operations Center activations, including nights and weekends if necessary. Must be available most times via agency phone in case of disaster. Must be able to work in office in Oklahoma City.
Physical Demands and Work Environment
Work is typically performed in an office setting with climate-controlled settings and exposure to mild noise level. This position requires long periods of sitting and daily use of computer and telephone.
