**This position is eligible for “telework” meaning that most of the work can be performed at home with occasional visits required to the office, located in downtown St. Paul, MN.**

Job Summary


The MNsure HR Business Partner serves as a subject matter expert to managers, supervisors and employees in a wide range of human resource management areas and ensures compliance with collective bargaining agreements, policies, and state and federal laws.

This position provides professional consulting and analysis in the areas of employee recruiting, employee and labor relations, classification and compensation, and performance management. The position partners with managers and administrators throughout the agency to ensure organizational effectiveness through proper alignment of staffing, processes, structure and culture.

Responsibilities include:

  • Lead and provide expertise in full cycle recruitment process and implement strategies that strengthen MNsure’s ability to attract, assess, select, onboard, and retain talent.
  • Manage and develop the recruitment process and implement strategies that strengthen MNsure’s ability to attract and retain talent.
  • Manage labor relations activities so that effective working relationships between management and labor are established and maintained; conduct MNsure and DHS-wide activities as requested.
  • Maintain a job classification plan for MNsure so that the classification plan accurately reflects the total range of positions and that similar positions are treated in a manner that reflects the differences between them.

Qualifications

Minimum Qualifications

3 year’s advanced professional Human Resources experience demonstrating at least 3 of the following:

  • Full cycle recruitment and management consultation experience.
  • Experience conducting job analysis/classification for positions in a wide variety of classifications and levels.
  • Experience interpreting current employment laws, regulations, contracts, and policies related to employee relations, classification, recruitment, selection, hiring, promotion, and/or retention of employees.
  • Critical thinking and strategic planning skills sufficient to analyze and evaluate complex information, research and evaluate alternatives, independently make sound decisions, resolve conflicts and provide guidance on a variety of HR issues.

Preferred Qualifications

  • A bachelor’s or advanced degree in Human Resources or related degree program, such as Business Administration, Public Administration, Psychology, and Organizational Development.
  • Experience working in a unionized environment.
  • Communication skills sufficient to explain sensitive, controversial decisions to employees and management staff in a clear and concise manner.
  • Experience and proven success in a high-volume recruiting environment.
  • Experience with the State of MN job classification analysis and auditing processes.
  • Variety of experiences working effectively with others from different backgrounds and cultures.
