Job Focus Areas
:
This Licensing Supervisor position is located within the Division of Licensing and will report to a Program Manager 1. The person in this position will supervise and direct activities for professional staff members performing duties related to child care facility licensing programs, as well as provide support in the development and monitoring of statewide services and policies that support the Division of Licensing. He/she will provide support in analyzing, reviewing, coordinating and recommending improved services deliverables that include the entire scope of the Division of Licensing's processes.

The person in this position will primarily provide direct supervision of field licensing specialists. He/she will review all reports submitted by these employees, make recommendations on the next course of action for the submitted reports, and make referrals to State Office personnel as needed and required by policy and procedure. Additional responsibilities will include minimal training and administrative duties, such as review and approved travel reimbursements of staff; represent the Division of Licensing at various State and Local meetings, conferences and functions; and meet with government and private officials, professionals and others on matters pertaining to child care issues.

One position is available and it may be filled as
a probationary new hire, by promotion of any permanent classified state employee OR promotion of a permanent classified employee of the Department of Education, Special School District, or the Board of Elementary and Secondary Education.

Qualifications

MINIMUM QUALIFICATIONS:

A baccalaureate degree plus four years of professional level experience in hospital, nursing home, or day care center administration; public health, social services, family life education, early childhood development regulatory experience, administrative services, or teaching at the elementary or secondary level.

SUBSTITUTIONS:
A baccalaureate degree in early childhood education; early childhood administration; child development; Pre-K-3 education; general education/studies with a concentration in early childhood education/child development; early childhood education/elementary education; family & consumer sciences; family/child life & family studies; special education; elementary education or human ecology w/early childhood education will substitute for one year of the required experience.

A master's degree in any field will substitute for one year of the required experience.

Specialized and advanced degrees with less than a Ph.D. will substitute for a maximum of one year of the required experience.

A Ph.D. in any field will substitute for two years of the required experience.

Specialized and advanced degrees will substitute for a maximum of two years of the required experience.

NOTE:
Travel is required. Applicant must possess a valid LA Driver's license at time of appointment.

NOTE:
Day care center – a licensed facility caring for seven (7) or more children.

NOTE:
Early childhood development concerns children from birth to eight (8) years.

NOTE:
Daycare Center Administration is the operation of facilities whose primary business is the care of a child by a person other than the child's legal guardians. This work involves directing and overseeing the business operations of the center as well as assuring compliance with state and federal regulations. Teaching/direct care giving is not qualifying.

NOTE:
Any college hours or degree must be from an accredited college or university.

Plans and supervises procedures and survey operations for the statewide licensing of social care facilities to determine compliance with state and federal regulations.
Reviews reports and results of surveys for determination of proper action relative to licensing of facilities.
Advises and consults with administrators pertaining to licensing procedures, policies and regulations.
Supervises, coordinates and reviews overall survey activities of licensing specialists.
Selects and assigns staff, identifies staff development needs, and ensures that necessary training is obtained for professional specialists, providers and upon request, the general public.
Supervises the investigations of complaints received on unlicensed and licensed programs.
Participates in the development of administrative and operational plans, policies and procedures to ensure that the operation of the Licensing section is consistent with the Department objectives and federal guidelines.
Acts as regional liaison between the Licensing Section and Louisiana's Quality Rating System's Coordinators.

Represents the Licensing section at various state and local meetings, conferences, and functions. Meets with government officials, private officials, professionals and others on matters pertaining to child care issues. May work closely and coordinate programs with other state agencies pertaining to licensing activities.

May conduct licensing surveys and complaint investigations as directed by State Office.
