About The Position (Grant-funded until June 30, 2024)
Acts as a primary staff contact for landlords/property owners through a strategic landlord engagement approach, conflict resolution, and advocacy. Provides plans, implements, and reports on landlord engagement programming and activities at a professional level. Assumes ownership of all facets of landlord engagement.

Selection Process

Minimum Qualifications

Education and Experience

  • An Associate’s Degree from an accredited educational institution.
  • No experience necessary.
  • Preferred:
    • A Bachelor’s Degree in Business or Public Administration, Marketing, Communications, Urban and Regional Planning, Sociology, or a related field from an accredited educational institution.
    • One year of direct experience in Housing First, Rapid Re-Housing, Housing Choice Voucher, Fair Housing, Landlord/Tenant Protection Act, or similar programs serving homeless, difficult to house, or low-moderate income individuals.
    • Two years of rental housing industry experience.

Licensing, Certifications and Other Requirements
  • Must possess and maintain a valid, unrestricted driver's license with no major citations within the past 39 months prior to the start date.
  • Every person employed by the City of Scottsdale shall reside in the State of Arizona during his or her active employment by the City, regardless of whether the employee is approved to remote work.

Other pertinent licenses and/or certifications may be required of some positions depending on division/department/service assignment.

Essential Functions

Performs duties and responsibilities commensurate with assigned functional area within a department(s) which may include, but are not limited to, any combination of the following:

  • Develops a comprehensive outreach strategy to maximize landlord participation in the City’s various housing voucher programs.
  • Develops networking relationships with local partners to include apartment associations, housing coalitions, realtor associations, tenant councils and other community partners with an emphasis on recruiting additional property owners willing to lease their properties to participants in the City’s rental assistance programs.
  • Advocates on behalf of Scottsdale Housing Agency (SHA) clients with high barriers to secure and maintain housing.
  • Administers Landlord Incentives and Damage Claim programming and budgets.
  • Creates and maintains a records system of available rental properties and tracks leads, contacts, and participating properties to include a mechanism for regularly updating available unit inventory (vacancies).
  • Works with diverse audiences to include employees, managers, nonprofit agencies, property managers, real estate agents/brokers, landlords and private property owners, rental assistance recipients, and the public.
  • Proficiently perform computerized word processing, spreadsheets, comprehension, summarizing and writing/editing.
