SPECIAL REQUIREMENTS:

Four years of Telecommunications installation and repair experience or successful

completion of an indentured apprenticeship program. Possession of, or ability to obtain a

valid Alaska Commercial Driver’s License; possession of, or ability to obtain a first aid and

CPR certification.

SUMMARY DESCRIPTION

Under general supervision, performs skilled duties relating to the installation and maintenance of

premises equipment and associated premises cabling and wiring, aerial and underground trunking and

distribution cabling systems, and public pay stations for the Telecommunications Division.

The Journeyman Combination Technician is responsible for the safe and proper use of tools, rolling

equipment and materials, the safety of coworkers, and is responsible for providing basic

telecommunications installation and maintenance. The Journeyman Combination Technician must

perform his/her duties in a manner that reflects positively on KPU and the division.

REPRESENTATIVE DUTIES
The following duties are typical for this classification. Incumbents may not perform all of the listed duties and/or

may be required to perform additional or different duties from those set forth below to address business needs and

changing business practices.

1. Installs, maintains, and repairs telecommunications equipment and cabling at customers’ homes

and other field locations.

2. Installs and maintains premises wiring, cabling, protection, and subscriber carrier devices

including high speed circuits.

3. Installs and maintains aerial and underground service wiring and cabling systems.

4. Installs and maintains aerial and underground trunking and distribution cabling systems.

5. Installs and maintains public pay stations and booths.

6. May perform building maintenance, snow plowing, manhole maintenance, trenching, tree

trimming, or similar duties.

7. Performs related duties as required.

QUALIFICATIONS
The following generally describes the knowledge and ability required to enter the job and/or be learned within a

short period of time in order to successfully perform the assigned duties.

Knowledge of:

Methods, techniques, materials, equipment, and tools used in the construction, maintenance, and

repair of telecommunications equipment and cabling.

Techniques and methods of telecommunications installation and maintenance.

Traffic and safety laws, ordinances, regulations, and rules involved in truck and heavy equipment

operation.

Occupational hazards and standard safety practices.

Ability to:

Perform a variety of telecommunications maintenance, installation, and repair work.

Test and diagnose a variety of technical telecommunications equipment.

Use and operate a variety of vehicles, heavy and light power driven tools and equipment, and hand

tools required to work in a safe and efficient manner.

Demonstrate excellent customer service in dealing directly with subscribers and the public.

Operate and work from aerial buckets.

Climb poles and work around power lines.

Work independently in the absence of supervision.

Perform a variety of tasks in a variety of weather conditions for extended periods of time.

Read and interpret work orders, circuit diagrams, and other drawings.

Communicate clearly and concisely, both orally and in writing.

Establish and maintain effective working relationships with those contacted in the course of work.

Attend and participate in annual safety and workplace training.

Education and Experience Guidelines - Any combination of education and experience that would likely
provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities

would be:

Education/Training:

Equivalent to the completion of the twelfth grade and successful completion of an indentured

apprenticeship program.

Experience:

Four years of telecommunications installation and repair experience.

License or Certificate:

Possession of a valid Commercial Drivers License.

Possession of a current first aid and CPR certification.

PHYSICAL DEMANDS AND WORKING ENVIRONMENT
The conditions herein are representative of those that must be met by an employee to successfully perform the

Environment: Work is performed in a field environment and in customers’ homes; travel from site

to site; work underground or on aerial telecommunications lines, on slippery surfaces; exposure to

high voltage power lines, construction equipment, inclement weather conditions, noise, dust, and

gases; subject to callout at irregular hours; frequent interaction with other telecommunications

personnel; daily contact and interaction with telecommunications subscribers; occasional interaction

with other KPU personnel.

Physical: Primary functions require sufficient physical ability and mobility to perform moderate or

heavy lifting; to walk, stand or sit for prolonged periods of time; to climb poles; and to operate

motorized equipment and vehicles.

Vision: See in the normal visual range with or without correction and distinguish colors.

Hearing: Hear in the normal audio range with or without correction.
