Finance Analyst I
This position performs a wide variety of financial analytical duties; to include preparing and analyzing budgets, monitoring and analyzing financial transactions, researching, analyzing and interpreting rules and regulations to ensure compliance with federal, state and local funding requirements.

Hiring Range: $58,258 - $69,937 per year

Essential Job Functions
- the basic job duties an employee must be able to perform:
  • Develop, maintain and update budgets from multiple federal, state and local funding sources
  • Perform grant management tasks, such as, application, budget creation, revisions and amendments and close-outs
  • Prepare and analyze grant budgets and set up appropriate line items to be consistent with the accounting system
  • Analyze and maximize the utilization of multiple funding sources
  • Review and analyze budget requests from project managers
  • Maintain, research and reconcile various financial ledgers from multiple funding sources
  • Monitor and analyze financial transactions and research any variables
  • Provide documentation and ensure compliance in various audits
  • Develop local match billings to various agencies and complete any required financial reports
  • Research, analyze, and interpret rules and regulations to ensure compliance with federal, state and local funding requirements
  • Meet all reporting deadlines in various federal, state and local systems
  • Prepare a variety of reports using PeopleSoft and Excel
  • Assist with development of financial policies and procedures
  • Provide backup to other team members as needed

We are looking for candidates who demonstrate:

Knowledge of:
  • Pertinent federal, state and local laws, codes and regulations
  • Methods and techniques of statistical and financial analysis
  • Principles and practices of budget preparation and administration
  • Basic principles of business mathematics
  • Government accounting principles and practices
  • Modern office procedures, methods and equipment
  • The internet, online database applications and grant management systems
Ability to:
  • Maintain a high degree of accuracy while working in a demanding and highly interactive team environment
  • Quickly become proficient in a variety of computer software
  • Understand pertinent City, State and Federal policies and procedures
  • Establish and maintain effective working relationships
  • Communicate clearly and concisely, verbally and in writing
This position requires exceptional organizational and critical thinking skills and demonstrate the ability to multitask while adhering to strict deadlines.

Successful candidates will have

  • Bachelor’s degree from an accredited college or university with major coursework in a field appropriate to assigned area of responsibility which may include finance, business administration, public administration, human resources, criminal justice, procurement, occupational health, or other research-intensive field
  • One year of full-time professional financial analytical experience

One (1) year of the appropriate type and level of experience may be substituted for each required year of post-high school education.

Additional appropriate education may be substituted for the minimum experience requirements

The City of Colorado Springs offers additional compensation depending on the position, area of assignment, and specific job assignments, including shift differential, pay differential, acting or lead, special assignment, hazard pay, longevity, cell phone allowance, uniform allowance, relocation, awards, standby, call out, compensatory time off, tuition, overtime, extra duty, incentive, holiday premium, proficiency, and vacation sell back.
