Description
The Kentucky Horse Racing Commission (KHRC) is an independent agency of state government charged with regulating the conduct of horse racing and pari-mutuel wagering on horse racing and related activities within the Commonwealth of Kentucky. The KHRC is a leader in the welfare of horse and rider and the safety and integrity of horse racing.
We are looking for an Executive Advisor to join our team of highly skilled professionals. As an Executive Advisor you will provide executive leadership and advice to the Office of the Executive Director, Division of Stewards and Division of Veterinary Services for the Kentucky Horse Racing Commission. Coordinate and implements with each division HISA 2100 and 2200 Rules at licensed thoroughbred racetracks and training centers and performs other duties as assigned.
Must be willing to travel, including some overnight stays, and be willing to work evenings, weekends and holidays. Work is typically performed outdoors in horse barns and at racetracks and training centers in various counties throughout the Commonwealth. Incumbent will be exposed to dangers and hazards associated with working around horses and racetracks. Must be able to bend, stoop, climb, lift and stand for extended periods.

Responsibilities include, but are not limited to, the following:
- Monitors daily activities and practices in the barn area and on the racetrack for compliance with therapeutic and race-day medication regulations, reporting any observation of an unsound horse to regulatory and track veterinarians.
- Evaluates horse entries for drop in race class, poor performance, number of starts over a rolling 8-week period, veterinary treatment(s). Discusses each entry with the Race Office(s), Equine Medical Director(s), Veterinary Division and report any potential risk factors to the Board of Stewards for consideration to scratch. Keeps records of all evaluations.
- Assists regulatory veterinarians with out of competition testing, as well as follow up on horses barred from training or transported off during training and racing, including review of ship-in/ship-out lists and investigation horses that leave track for short periods of time.
- Conducts pre-meet racetrack safety inspections with track maintenance personnel, including working with outriders to monitor compliance with racetrack rules during morning workouts, monitoring starting gate procedures, and monitoring ambulance and medical personnel protocols for horse and riders.
- Conducts random inspections at racetracks to monitor regulatory and safety compliance.
- Assists the state steward in conducting the Trainer Examination, and during formal hearings, in addition to making recommendations to the racetrack management and regulations to ensure the welfare of horses and riders, integrity of racing and compliance with horse racing laws and regulations. Serves as a member of the Morality Review Board.
