Position Summary & Duties Responsible

POSITION SUMMARY

General:

Classification will assist Division / Department Manager with the lead, guidance and coordination of work assigned to staff in specific area of expertise. The lead work will include training and orienting lower-level staff with the coordination of data collection, compilation, design, analysis, reporting and maintenance of statistical information. The classification will document findings of study and prepare recommendations for implementation of new systems, procedures, or organizational changes. This will be done using tools such as reports, dashboards and / or webpages. May compile and enter information into data base from various sources related to assigned project or program. Run queries and other tasks relative to assigned area of responsibility.

Operations Excellence Office Functional Area:

Run queries and other tasks relative to assigned area of responsibility.


DUTIES AND RESPONSIBILITIES SUMMARY

General:

  • Lead, guide and mentor lower level staff in specific area of expertise.
  • Will plan the work direction of lower-level staff by prioritize work strategies for staff; will identify and recommend staff workload in response to workload requirements and input from their management.
  • May provide training and recommend employee development to manager.
  • Analyze, manipulate, or process data using statistical software.
  • Clean and manipulate raw data using statistical software.
  • Analyze, extract, and interpret qualitative and quantitative date to identify key metrics.
  • Transform raw data into meaningful, actionable information.
  • Create graphs, charts, or other visualizations to convey the results of data analysis using specialized software.
  • Deliver oral or written presentations of the results of mathematical modeling and data analysis to management or other end users. Develop meaningful reports for Division / Department
  • Communicate the technical and functional specifications, testing and validating of data, addressing issues with departmental Subject Matter Experts, and facilitating project status meetings.
  • Design surveys, opinion polls, or other instruments to collect data.
  • Identify business problems or management objectives that can be addressed through data analysis.
  • Identify relationships and trends or any factors that could affect the results of research.
  • Recommend data-driven solutions to key stakeholders.
  • Test, validate, and reformulate models to ensure accurate prediction of outcomes of interest.
  • Communicate the technical and functional specifications, testing and validating of data, addressing issues with departmental Subject Matter Experts, and facilitating project status meetings.
  • Perform other job-related duties as needed or assigned.

Operations Excellence Office Functional Area:

  • Lead and guide lower level staff and operations of the Operations Excellence Office.
  • Assist Operational Excellence Manager with the planning and work direction of staff by prioritize work strategies for self and staff; will identify and recommend staff workload in response to workload requirements.
  • Will provide training and employee development based on coordination and input from Operational Excellence Manager.
  • In conjunction with management, establishes and implement short and long-range goals, objectives, policies and procedures.
  • Oversee and guide the work of operations excellence staff in the development of the strategic plan and framework, performance management program, strategic plan and performance webpages, and financial and non-financial dashboards for external use by the public, external agencies, and county-wide internal use by departmental staff, County executives, elected officials and the Board of County Commissioners.
  • Oversee and guide peer development group focused on performance management programs, continuous improvement opportunities, and strategic planning initiatives, as well as exchanging comparative data.
  • Will guide Operations Excellence Office staff to validate budget and actuals data is accurate and reconciled for dashboard and website, as well as other develop and validate operational reporting like fuel usage, purchase orders, invoices, credit card, travel, and other operational or non-financial data to ensure data is available for supervisors, Directors, Deputy County Managers, and other departmental staff
  • Lead projects and provides guidance to OEO and county staff to communicate technical and functional specifications, testing and validating data, addressing issues with departmental Subject Matter Experts, and facilitating project status meetings.
  • Perform other job-related duties as needed or assigned.

Minimum Qualifications

  • Requires a Bachelor’s Degree in Business Management, Business Administration, Public Administration, Organizational Behavior, Economics, or related field, and eight (8) years or work experience in any field related to performance measurement, organizational behavior, economics and/or project management. Any equivalent combination related to education and/or experience may be considered for the above requirements.

ADDITIONAL REQUIREMENTS

The offer of this Bernalillo County position requires compliance with the following:

  • Employee must successfully complete the post-offer employment medical examination and background.
  • Employee must comply with the safety guidelines of the County.
  • Employee must complete required FEMA training(s) as assigned to position.

WORKING CONDITIONS

  • All essential duties are performed indoors.
  • Duties are performed in a temperature-controlled environment.
  • Duties are performed on an even surface, which may be carpeted or tile. Working surface is typically dry.
  • Often works alone both with and without direction from supervisor.

EQUIPMENT, TOOLS AND MATERIALS

  • Equipment typically used in the performance of office duties includes telephone, computer terminal, computer printer, computer keyboard, typewriter, photocopy machine, fax machine and calculator.
  • Materials and products handled in the course of performing essential duties include files, forms, reports, various other paperwork, and a wide variety of basic office supplies.
