The Office of Continuous Quality Improvement is currently seeking a Strategic Consultant Lead that will be responsible for the oversight of numerous projects that are held within the Division that support Regional and Local Offices.

The Strategic Consultant Lead is responsible for planning and overseeing a variety of Division-wide initiatives and projects to ensure they are completed in a timely fashion to support Division outcomes and goals.

In addition to the Lead duties, this position provides leadership, direction, consultation, and implementation support to enact Continuous Quality Improvement (CQI) processes at state and regional levels, enabling support to the local department of social services (LDSS) in developing effective and efficient data driven approaches and performance management plans to attain improved outcomes.

The position will support LDSSs in proactively seeking ways to assess and improve abilities to meet local, state, and federal requirements and established outcomes for children and families served. This position proactively utilizes a data driven approach to determine strategies for providing direction and support to Strategic Consultants, Regional Offices, and LDSSs, and will provide direct support to the Continuous Quality Improvement Director.

Minimum Qualifications

  • Experience in child welfare administration leadership in child welfare systems, services, and programs.
  • Experience with business operations and leading and managing complex change efforts.
  • Experience developing strategic plans, corrective action plans, and program improvement plans and identifying strategies to improve program efficiency and effectiveness.
  • Comprehensive knowledge of strategies and best practices with data analysis and CQI.
  • Knowledge of strategies and best practices designed to support LDSS in achieving desired outcomes.
  • Comprehensive knowledge of and experience applying complex federal and state laws, regulations, policies, and procedures that govern child welfare programs.
  • Ability to write and converse professionally with stakeholders.
  • Ability to work independently, as a team member, and as a team lead in both coaching and technical assistance capacities.
  • Demonstrated competency in interpreting, analyzing, and monitoring complex issues, and preparing clear and concise reports.
  • Ability to plan and manage multiple tasks, prioritize workload with proficiency, and coordinating tasks of the Strategic Consultants.
  • Skilled in use of MS Office applications.
  • Must possess valid driver's license.

Preferred Qualifications:

  • Master’s Degree from an accredited college or university with a major in human services, public administration, social work, sociology, or related areas.
  • Direct experience in the supervision of child welfare staff, as well as experience in managing the successful operations of local departments of social services’ operations, budgets, Title IV-E, and recruiting and hiring staff.
