TITLE: Section 8 Program Officer
JOB SUMMARY
Provide administrative, organizational, and clerical support to Section 8 Program Manager and Section 8 Inspector in assisting participants in applying, understanding and utilizing the Section 8 Housing Choice Voucher program.
ESSENTIAL FUNCTIONS
· In coordination with Section 8 Program Manager administer the day-to-day operations of the Housing Choice voucher program.
· Working knowledge of Payment Standards and Fair Market Rents according to HUD.
· Working Knowledge of Bangor Housing Authority policies and procedures.
· Enter data and maintain resident lists.
· Set up and maintain files and review client files for accuracy and completeness.
· Conduct annual resident annual and interim recertifications by mail or in person.
· Conduct Power Point Presentations for new landlords.
· Submit PIC files to HUD bi-weekly.
· Review Reasonable Accommodations and implement processing.
· Track activity, maintain records and complete reports.
· Prepare and distribute correspondence for Section 8 Program Manager.
· Assist the Section 8 Program Manager with SEAMAP.
· Assist in handling resident complaints and program compliance issues.
· Process incoming portable tenants and/or applicants monthly.
· Process zero income reviews and provide referrals to FSS.
· Investigate VAWA if applicable.
· Process Port-Ins from other Housing Authorities.
· Conduct informal hearings regarding termination of subsidy.
· Meet with housing inspector regarding rent, utilities, household composition, discrepancy, etc.
· Assist landlords with questions pertaining to the Section 8 Program and tenant residency.
· Be aware of changes with Nan McKay and HUD.
· Write articles for Landlord newsletters as requested.
· Operate and maintain office equipment.
· Maintain confidentiality.
· Attend Meetings and Trainings as requested and/or required.
· Other duties as assigned.
QUALIFICATIONS
· High School Diploma or equivalent.
· 2 years office experience.
· Excellent communication skills.
· Proficient in major office software applications including Microsoft Office products.
· Excellent keyboard skills.
· Experience working with disadvantaged populations and familiarity with eligibility determination.
· Ability to organize work, work independently and as part of a team.
· Ability to set and reset priorities, as business needs shift.
· Ability to travel.
· Excellent interviewing and communicating skills.
· Strong customer service.
· Ability to complete tasks on a timely basis.
PHYSICAL DEMANDS
· Physical
Strength: Must have the ability to frequently move, lift, pull and push objects such as, boxes, supplies, postage machine, computers up to 10 lbs. Must occasionally have the ability to move, lift, pull and push objects such as, boxes, supplies, postage machine, computers, copier on rollers from 10 to 100 lbs. (moving copier).
Manual Dexterity: Must have the ability to operate equipment listed below and frequently perform simple manipulative tasks including typing, writing and filing.
Coordination: Must be able to continuously perform tasks requiring hand-eye coordination such as filing, opening/date stamping/posting of mail and stocking supplies.
Mobility: Required to frequently sit for prolonged periods. Must be able to occasionally walk, stand, stoop, squat, kneel, twist, bend to floor, reach with hands/arms, climb stairs and remain in uncomfortable positions at times for prolonged periods.
Speech: Must be able to continuously articulate and communicate clearly and precisely when interacting with staff, professionals, vendors and clients.
Emotional Stability: Must be able to continuously deal effectively with stress created by busy phones, multiple tasks, noises, interruptions and multiple priorities and work cooperatively as part of the administrative team while maintaining a pleasant, professional demeanor.

Vision: Must be able to continuously read small print and adjust focus.
Hearing: Must be able to continuously hear normal sounds and voice patterns, receive verbal instructions, answer a phone and communicate with others with some background noise.

Attention Span: Must be able to frequently attend to tasks for up to 45 minutes at a time.
Conceptualization: Must be able to frequently understand and relate to ideas, generally several at a time, and interpret a variety of instructions furnished in written or oral form.
Memory: Must be able to frequently remember verbal and written tasks.
WORKING ENVIRONMENT
· Work is performed primarily indoors year-round. There is a temperature-controlled environment.
· There are occasions when meetings, seminars and site visits require leaving the office in all seasons.
· Occasional exposure to dust in storage areas.
· Noise level is usually moderate.
· Frequent exposure to VDT radiation.

EMPLOYEE RESPONSIBILITY IN AN EMERGENCY
