Personnel Officer I – Human Resources

The Department of State Police (POL) is the primary public safety agency for the Commonwealth of Massachusetts. The Human Resources (HR) Unit delivers high-level support for the Department to effectively carry out its mission by providing quality customer service and support to personnel. POL is currently seeking to add a qualified Personnel Officer I to the Human Resources team as a Leave Coordinator.

Duties & Responsibilities

  • Serves as the primary point of contact for family and medical leave to the Office of Leave Policy Administration (OLPA), Workpartners and Department of Family and Medical Leave (DFML).
  • Provide support for leave benefits, such as Family and Medical Leave Act (FMLA), Paid Family and Medical Leave (PFML), Military Leave, Extended Illness Leave Bank (EILB), paid and unpaid leaves.
  • Coordinates leave programs and policies in accordance with the applicable federal and state employment laws.
  • Ensures that employees are aware of their responsibilities and of any documentation and notice required to qualify for and to take leave.
  • Communicates employee work status with Supervisors and Managers regarding approved leaves.
  • Enter the leave into the Human Resource Compensation and Management System (HR/CMS) and the Human Resource database.
  • Monitors requests for leaves from Agency staff and coordinating return to work process.
  • Escalate complex or challenging cases to the supervisor.
  • Conduct internal reconciliations, reviews, and quality checks of data.
  • Assist on ad hoc projects relative to leave administration and provide reports.
  • Monitor the leave shared mailbox, including review of emails, logging of requests and distribution as required.
  • Prepare, compile, and analyze reports, statistics, documents, and other data pertinent to leaves.
  • Disseminate recurring monthly leave reports.
  • Prepare correspondence or memoranda in response to inquiries regarding personnel information in a timely fashion.
  • Coordinate all paperwork for leaves and assist employees.
  • Preserve confidentiality of employee documentation and files.
  • Confer with agency staff to exchange information, coordinate efforts, and provide information concerning leave requests.
  • Make presentations for a large audience.
  • Generate reports and analyze data from the Commonwealth’s Information Warehouse (CIW).
  • Utilize Microsoft Office Applications such as Word and Excel with accuracy.
  • Participate in meetings, projects and provide administrative support as needed.

Preferred Qualifications:

  • Knowledge of the principles, practices, and techniques of human resources
  • Active participation in Family and Medical Leave Act
  • Knowledge of HRCMS and Commonwealth Information Warehouse (CIW).
  • Ability to collect, analyze statistical data, and generate reports.
  • Critical thinking, problem-solving, and collaboration skills.
  • Ability to work in a fast-paced, deadline driven environment.
  • Professional and resourceful style with the ability to work independently and as part of a team.
  • Proficiency in Microsoft Excel, Word, PowerPoint, Teams, SharePoint and Outlook.

Minimum entrance requirements:
Applicants must have at least (A) two years of full time, or equivalent part-time, professional experience in personnel work, or (B) any equivalent combination of the required experience and the substitutions below.
Substitutions: A Bachelor's degree or higher may be substituted for the required experience.*
  • Education toward such a degree will be prorated on the basis of the proportion of the requirements actually completed.
