Full Description
Reporting to the Assistant Vice President of Finance Compliance, the Payroll Manager is a professional management position responsible ensuring an accurate and highly productive payroll process for approximately 3000 employees and students. This entails bi-weekly and semi-monthly payroll processing cycles, knowledge of payroll laws and regulations, year-end internal & external audit management, and monthly/quarterly/annual tax reporting. In addition, this position serves as a technical liaison to the Human Resources & Payroll System providing best practice recommendations, ensuring integrity of data, and maintaining and implementing system testing, updates and rule form modifications.
Someone who has an appreciation for working in a higher education environment looking for a challenging payroll environment with at least five years of related experience and enjoys being a leader and supervisor will be successful in this role. Some of the duties include but are not limited to:
- Oversee the accurate and timely preparation of payroll processing including, but not limited to, salaries, benefits, wage garnishments, tax withholding information, other deductions, pay calculations, retroactive transactions, and reimbursements prior to processing each pay cycle
- Monitor the database for system integrity including solving problems by contacting the action line, testing solutions, implementing payroll upgrades, researching payroll capabilities, and developing more efficient ways of utilizing systems.
- Maintain an understanding of the database and related systems, including how HR and payroll related information is entered, stored and accessed.
- Develop internal payroll processing procedures and maintains ongoing documentation of those procedures. Maintains system data information and integrity through regular auditing assuring that data integrity is in compliance.
- Serve as a liaison between the payroll office, administration, faculty, professional staff, and students to plan and coordinate payroll activities; provide information about policies, procedures and changes; investigate and resolve concerns and problems.
- Assist users with establishing improved technological efficiencies and with solving problems related to computer data input and retrieval.
- Ensure compliance with tax deposits, multi-state taxation, federal and state tax filings and W-2 reporting.
- File and coordinate accurate payroll documents and reports to appropriate reporting agencies in a timely manner.
- Establish changes to benefit rule forms in database (e.g. insurance rate changes, retirement plan updates).
The Payroll department is a team of four professionals who collaborate regularly with Human Resources, the Business Office and Budget supporting students, faculty and professional staff. The Payroll Manager will lead the team applying their knowledge to solve challenges that arise to support the team on a daily basis. The team plays an important role to support the mission, values and goals of its departments, the Finance and Administration division and the University. Qualifications
A Bachelor’s Degree in accounting, or related discipline plus at least five years’ experience running a payroll system in a large and complex organization, or a combination of education and experience from which comparable knowledge and skills are acquired is required.
- Minimum of 10 years of hands-on payroll experience with a minimum of 5 years as a Payroll Manager
- Strong knowledge of payroll processes and relevant legal regulations.
- Project Management skills with proven success leading projects.
- Proven leadership, communication, team building, and problem-solving capability.
- Experience with payroll implementation(s) and vendor management.

- Works cooperatively with other outside organizations and agencies.
- Strong working knowledge of MS Word, MS Excel, and Access software systems. Working knowledge of Cognos and Banner or other relational database system desired.
- Strong preference for CPP (Certified Payroll Professional) certification.
