SUMMARY
The Manager of Government Affairs & Policy will build and maintain relationships with federal, state, and local authorities, lobbyists, regulatory agencies, and key policymakers. This person will combine creativity and intellectual excellence to develop and execute strategic government relations activities at the federal, state, and local levels to position PDC as a sustainability-focused operator while also supporting our traditional business interests. This person will be a leader of post-legislative regulatory rulemaking strategy and execution, bringing together various internal departments and coordinating external consultants. They will be expected to be a strategic and solutions-oriented leader who can develop and manage key political relationships. This person will also play a key role in PDC political awareness development programs and communication.
ESSENTIAL FUNCTIONS
- Manage the design and implementation of an approved overarching government affairs strategy to create an influential footprint, with support from VP, Assistant General Counsel;
- Protect and enhance the Company’s reputation among legislators, lobbyists, regulatory agencies, industry partners and trade organizations that support the oil and natural gas industry;
- Identify, monitor, track and forecast public policy issues related to the Company’s business interests;
- Coordinate development of PDC’s positions and engagement strategies on state government issues (primarily legislative and executive branches) and state regulatory and local rulemakings and activities that impact PDC in our operating areas;
- Prepare and develop government affairs background information and communications. These may include (but are not limited to) political analysis, advantages of support/opposition, bill analysis and legislative highlights for internal audiences and comment letters to legislators and regulators, putting together white papers and briefings on new policies/regulations’ impacts on PDC for legislators for external audiences;
- Administer and grow PDC’s PACs and develop strategy for non-PAC political contributions;
- Work closely with PDC’s community relations team members to ensure alignment of goals and that the goals of SPA are supported, strengthened and measured;
- Engage across departments to ensure Company is providing relevant subject matter experts when needed;
- Actively participate on industry boards and committees;
- Develop strategy for trade association participation and actively participate and communicate with such trades;
- Screen, recruit and manage outside consultants and lobbyists whose effectiveness is critical to meeting the Company’s commercial objectives at the federal, state, and local level;
- Foster a corporate culture that promotes unwavering commitment to safety, regulatory compliance, technical and commercial excellence, and teamwork;
- All other duties as assigned by the VP, Assistant General Counsel;

SUPERVISORY RESPONSIBILITIES
- This position has no direct reports at this time.
WORKING CONDITIONS
- Consistent with that of a normal office environment and field environment;
- Travel required 25%;
- Will work non-traditional hours as needed;
- Ability to lift up to 20 pounds in the course of event preparation and cleanup.
MINIMUM QUALIFICATIONS
- Intermediate incumbent possessing supervisory skills related to allocation of people and resources. Possesses transactional skills to lead assigned department and manage cross departmental functions;
- Bachelor’s degree in political science, corporate communications, public relations, marketing, or related field required;
- 10+ years of experience in government relations, regulatory, regulatory policy, community relations, outreach, or related field required;
- Knowledge and experience in the Oil and Gas industry required;
- Existing relationships and experience working with elected officials, in an official capacity, in Company operating areas required.
