Full Description
Responsibilities include, but are not limited to:
- Provide expert consultation for all financial activities within the Public Health Laboratories (PHL) ensuring compliance with DOH, state, and federal policies and accountability systems and controls.
- Acts as the primary financial expert for the PHL in developing and communicating financial and budget information to support accountability and effective financial management of resources.
- Provide complex financial management for fee-supported programs.
- Participate as an active member of the PHL and CDE management team.
This is a permanent full time Management Analyst 4 (MA4). The duty station for this position is in Shoreline, WA. Telework (mobile work) is currently expected. When approved, the incumbent is expected to report to the duty station for work activities. Partial telecommuting may be an option subject to supervisory approval. It is anticipated that the incumbent would be expected to be at the Shoreline duty station for work activities 2-3 days weekly.

Our Ideal Candidate.
Required Qualifications.
Option 1: An associate degree or higher in Accounting, Finance or an allied field; AND two (2) or more years of experience in performing financial functions in budget, accounting, or program financial management field.
OR
Option 2: Four (4) or more years of professional experience in accounting, budgeting, and/or grants management: preparing and managing budgets, contracts, or grants; assisting in the development of biennial budget, assist in writing fiscal notes or decision packages, and budget control procedures to assure accountability and appropriate financial management of resources.
In addition to either option:
Three (3) or more years of work experience comparing and analyzing financial data, identifying issues or challenges, and trends; using critical thinking to provide important feedback and status reports; and problem-solving to offer well thought out options for resolution and next steps.
AND
- Microsoft Excel – Intermediate ability to develop and manipulate complex spreadsheets with macros, multiple math functions, advanced filters, and links to external sources of information. Create custom toolbars and chart types, pivot tables, import data from other sources, filter lists, and use data analysis tools.
- Microsoft Word – Intermediate ability to create, format, and edit tables, charts and graphs; insert and format sections, create headers and footers, and work with pictures and draw objects.
- Microsoft PowerPoint – Intermediate ability to create, format and edit presentations; insert and format slides, create linked charts and graphs and work with pictures and objects.
- Four (4) or more years of professional experience in developing and managing budgets, analyzing legislation and preparing fiscal notes, and conducting complex financial analysis for fee-based programs within a state government.
- Experience producing reports in Enterprise Reporting and Web Intelligence systems.

Conditions of Employment/Working Conditions
