About the Position:
The Records Management unit within the Office of Human Resources is seeking a Leave Specialist who is interested in a challenging position that allows you to use all your Human Resources knowledge such as Records Management, Leave Administration, Benefits, FMLA, Paid Parental Leave, Parental Leave, Sick Leave Bank, Training, etc., combined with your interpersonal and communication skills to help employees continue their Benefits while in a LWOP status and coordinate with County departments to maintain employee records. You will perform complex HR Records Management work associated with LWOP and Parental leave programs as well as related assignment transactions.

What we are looking for:

The Leave Specialist will primarily be responsible for performing complex human resources assignment actions focusing on the Records Management work associated with the County’s leave programs including leave without pay. Work consists of processing personnel actions by interpreting requested actions to ensure compliance with organizational procedures, County law and regulations, and collective bargaining agreements. An understanding of maintaining personnel records and knowledge of various HR systems is beneficial. The position will gather timekeeping and status information, collaborate with Occupational Medical Services, Payroll, MCtime, and department HR Liaisons, and review reports to make informed decisions on status changes. Invoicing for unpaid insurance premiums, recording of balances owed and amounts collected, and generation of reports is required.

How you will contribute:

  • Reviewing / Approving of Assignment Transactions with concentration on Leave without Pay transactions that also impact Parental Leave programs.
  • Reviewing Arrears Reports, MCtime reports and assist with making corrections.
  • Monitoring OMS notifications.
  • Coordination with Department HR Liaisons and Supervisors to ensure employees are in correct status and assist them through various stages of the LWOP process until the employee returns to work.
  • Collaboration with Benefits Team to reinstate employee insurance coverage.
  • Collaboration with Accounts Receivable to generate invoices and collection procedures.
  • Provide notification packet to employee regarding LWOP process.
  • Lead training sessions on LWOP for Supervisors, HR Liaisons and Employees.

The selected applicant should have the following knowledge, skills, and abilities:

  • Excellent interpersonal, communication, and presentation skills
  • Strong organizational skills and detail oriented.
  • Problem-solver who can create innovative solutions.
  • Ability to readily grasp new information and processes.
  • Ability to guide others, assisting them with complicated processes.
  • Understanding of FMLA, and other personnel leave types (leave administration).
  • Knowledge of Payroll deductions for benefit premiums.
  • Understanding of invoicing, accounts receivable and collection processes.
  • Strong computer skills (Excel, Word, PowerPoint) and enterprise applications, systems, reporting tools and skills.
  • Ability to meet deadlines and follow through with multiple projects simultaneously and can work independently to perform a variety of complex actions.

Minimum Qualifications

If filled at the Human Resource Specialist III level:

Experience : Considerable (3 years) applicable professional experience in personnel administration or leave administration.

Education: Bachelor's degree from an accredited college or university in Business or Public Administration or a related field.

Equivalency : An equivalent combination of education and experience may be substituted.

If filled at the Human Resource Specialist II level:

Experience: Some (2 years) applicable professional experience in personnel administration or leave administration.

Education : Bachelor’s degree from an accredited college or university in Business or Public Administration or related field.

Equivalency: An equivalent combination of education and experience may be substituted.

Preferred Criteria

There are no preferred criteria for this position. Individuals meeting the minimum qualifications will be placed on the eligible list with a rating of “Qualified.” Selection for interviews will be based on the following criterion:
