SUMMARY: Lewiston is a CDBG Entitlement Community and a member of a Federal HOME Investment Partnership. This position is responsible for the development, management and coordination of programs; as well as regulatory compliance, and reporting of goals and outcomes related to federal programs. This position takes the lead role in locating and writing applications for new federal and/or state grant opportunities.
EDUCATION AND EXPERIENCE: Experience with federal grant program administration, especially CDBG, U.S. HUD and EPA is preferred. A Bachelor’s Degree in a social science, or related field, from a four-year college or university- or an equivalent combination of education and direct experience. Valid State of Maine driver’s license and means of reliable transportation are required.
WORK ACTIVITIES: Provide general management, oversight, coordination and documentation for all activities funded by City grant programs that intersect (or are reported under) the CDBG Lead Hazard Reduction and HOME programs are in compliance with HUD regulations and meet federal program requirements. Oversee and manage City grant drawdowns to ensure HUD compliance. Work directly with Community Development staff, Grant Accountant and Rehab. Coordinator to ensure benchmarks and outcomes are on track and implement corrective action as needed. Prepare and review various reports and budgets. Facilitate and document public process on activities, draft agreements, environmental reviews and Davis Bacon compliance. Provide oversight and technical assistance to sub-recipients and grantees, ensuring that projects funded meet CDBG National Objectives and Lewiston Consolidated Plan goals. Lead community outreach and data collection efforts for the development of Consolidated Plans, Analysis of Impediments to Fair Housing, annual CDBG Action Plans, and other plans as assigned. Serve as a liaison and foster positive relationships with non-profit and government partners. Oversee and manage HOME’s Rental Housing Development, Security Deposit, and other programs. Maintain access to key governmental websites to ensure new or continued funding. Research, write and administer grant opportunities that further the City’s economic and community development goals. Performs other duties as assigned.
