Full Description
The City of Lansing is seeking an experienced City Assessor to assist in the complex technical work involved in appraising and examining residential and commercial property for assessment purposes. Individuals interested in this position must have knowledge of appraisal methods and techniques, Michigan Property Tax Laws and the theory and practice of property assessment as well as comprehensive knowledge of Downtown Development and Tax Increment Finance laws; including real estate terminology ad instruments of transfer, building materials, practices and terminology; The City of Lansing offers a competitive wage and benefits package including medical, vision, dental, paid vacation, sick and holiday leave.
SPECIAL REQUIREMENTS & TRAINING: Failure to obtain or maintain job required qualifications will result in appropriate action consistent with the provision of the Appropriate Collective Bargaining Agreement or Personnel Rules.
Position is appointed and serves at the pleasure of the Mayor and also reports to the Deputy Mayor.
Ideal candidates should possess:
- Bachelor’s Degree in Public Administration, Business Administration or a related field
- State of Michigan Master Assessing Officer Certification (formerly known as Level 4)
- Five (5) years of experience in public assessment and with experience defending assessments before the small claims and full Michigan Tax Tribunal
- Three (3) years must have been at the supervisory level
- Must have 16 quarter hours or equivalent semester hours of college level course work in supervisory management. An equivalent combination of education and experience in related activities may be substituted for supervisory experience and up to 8 quarter hours of the required supervisory management course work.
- Manages a division responsible for assessing, valuating and recording all real and personal property in the City of Lansing in accordance with State law and State Tax Commission guidelines.
- Manages and directs departmental staff activities including preparing and certifying the current assessment roll to the Board of Review; preparing and extending all tax rolls and delivering the rolls to the Treasurer in the manner provided by State law, City of Lansing Ordinance and City of Lansing Charter; overseeing the issuance of the assessment roll for public inspection; and training and advising on appraisal law and practices.
- Represents the City on technical matters for Michigan Tax Tribunal appeals and testifies before the Tribunal.
- Represents the City on technical matters before the State Tax Commission.
- Evaluates division operations and needs including the use and application of computer assisted assessment programs, special assessment programs and miscellaneous receivables programs.
- Acts as part of the City’s senior management team in developing and implementing long-term strategic plans needed to accomplish the City’s goals and fulfill its mandates.
