Introduction


The Wisconsin Department of Children and Families (DCF), Division of Early Care and Education, Bureau of Early Care Regulation is currently recruiting to fill a Child Care Regulation Deputy Director position. This position may allow hybrid work for a portion of the work schedule up to 90% depending on the employee’s preference and needs of the work unit. Any hybrid work flexibility that may be available will be discussed in more detail in the interview process.

For positions that do allow hybrid work flexibility, employees may need to report to a DCF office location on short notice. There is no mileage reimbursement when traveling to the headquarter location. Our DCF locations are in the following cities: Madison, Milwaukee, Waukesha, Green Bay, Eau Claire, Wisconsin Rapids, La Crosse, Rhinelander, and Fond du Lac. Employees need to report to the 201 W. Washington Ave. Madison, WI office or the 635 N 26 St. Milwaukee, WI office on their first day for onboarding and orientation.

Position Summary


This position oversees the administration of regulated childcare. The Deputy Bureau Director assists in the development and implementation of policies and procedures to ensure effective and consistent implementation of childcare regulation statewide. This position directs and coordinates the regions’ licensing and regulation functions with other Bureau and Division programs and with other Divisions and offices within the Department. This position develops and maintains contacts with providers, parents, counties, and other agencies, and plays a lead role as designated for the Division in program resolution.

Salary Information


The starting salary is between $32.73 and $53.00 per hour ($68,078 and $110,240 annually), depending on qualifications. Pay for current State of WI employees will be based on the compensation plan in effect at the time of the appointment. The pay schedule/range is 81-01. A two-year career executive trial period may be required.

Job Details


Due to the nature of the position, final candidates may be required to allow DCF to conduct a security background check to determine whether the circumstances of any pending charges or convictions would be substantially related to the job being filled.

Qualifications


Minimally qualified applicants will have:

  • Experience working in childcare, early childhood education, childcare regulation, or other human or social services field
  • Supervisory and leadership experience (hiring staff, assigning work, maintaining timetables, providing feedback, etc.)
  • Experience overseeing technical assistance and/or enforcement of procedures, policies, regulations and/or laws
  • Experience overseeing policy and procedure development

Well-qualified applicants will have:

  • Experience coaching and mentoring professional staff
  • Experience working with administrative rules and regulations governing the licensure and certification of childcare center
  • Experience using data and statistical analysis for program planning, operations and evaluation
  • Experience developing working relationships with diverse groups of internal and external stakeholders
