The Finance Department is seeking a detail-oriented Full Time Budget Manager 43 to lead their team of dedicated professionals. The ideal candidate must have extensive knowledge of the principals and practices of budget preparation and budget administration as it applies to local government operations. Considerable knowledge of labor relations functions, especially as it relates to the strategy, implementation, and impact upon economic and budget parameters. The candidate must also have basic accounting practices consistent with the Uniform Budgeting Act.

Ideal candidates should possess:

  • Bachelor's Degree in Public Administration, Business Administration, Finance or a related field AND
  • Five (5) years of experience in local government fiscal administration and budget analysis in a management position
  • Of which at least two (2) years must have been in a supervisory capacity or an equivalent combination of training and experience.
  • Master’s Degree in Public Administration, Business Administration, Finance or a related field preferred.
  • Must possess and maintain a valid driver’s license.

Responsibilities include but are not limited to:
  • Acts as the City’s budget liaison under direction of the Finance Director to City Council.
  • Manages and coordinates the City-wide budget process including development and amendment of the budget, management of the budget including monitoring of activities and oversight of the capital improvements planning and budgeting process.
  • Strategizes and assists with the establishment of economic policy as it relates to budget parameters for labor negotiations.
  • Serves as liaison with the City’s negotiating team, evaluating the impact of proposals based on economic and budget parameters.
  • Serves as a liaison with City departments in preparation of departmental budget requests and the management of the approved City budget.
  • Serves as the City’s State Legislative Liaison, including attendance at State Legislative committee meetings.
  • Ensures that departmental budget submissions are in compliance with guidelines, overall City economic policy and budget goals.
  • Collaborates with departments in examining operations and identifying alternative service levels.
  • At the request of Department Directors prepares budget recommendations for departments.
