The Bureau of Technology Services (BTS) is seeking an Information Systems Technical Analyst (ISTA) V-Telecom to be part of our enterprise Telecommunications Team. This team provides voices services to the City of Portland’s employees and interagency partners. Our strategic focus is to provide Robust, Reliable and Secure voice communications to our customers. We provide voice and call center services through our Avaya telephony platform as well as supporting satellite phone service and paging.
As a Telecommunications Engineering and Support Technician you will:
- Provide operational support for our Avaya systems, execute Avaya programming changes, manage monitoring and reporting, install of client software, and participate in OS and application patching.
- Work directly with customers to troubleshoot and resolve complex technical issues or billing questions.
- Provide technical leadership for complex telecommunications projects
- Be instrumental in the development of the telephony roadmap for City’s Telecommunications department.
- Provide technical mentoring and knowledge sharing for Telecom staff
The Ideal candidates will demonstrate strong skills in interpersonal communications, advanced skill in troubleshooting complex issues, organizing, and preparing technical documentation. They are a self-starting team player with a focus on personal accountability, task management, and detailed work in a complex environment. They will be comfortable working in System Manager, ASA and Communications Manager. They will be moderately proficient with Microsoft Office product and with Visio or similar product. Candidates that also have experience with Avaya CMS and Call Center support are strongly preferred.

Work Location
Currently, many positions with the City of Portland are being performed remotely due to COVID. In the future, current positions classified as “full-time remote” will: 1) become a remote/onsite mix or 2) revert to full-time at a city work location.
COVID-19 Vaccine Requirement

To Qualify
The successful candidate will have:
- Experience in providing direct technical support for Avaya core telephony systems.
- The demonstrated ability to work within and foster team environments.
- A demonstrated ability to create effective working relationships with customers.
- Experience maintaining, troubleshooting and repair of telecommunications physical layer infrastructure.
- The ability to provide technical advice and guidance to telecommunications leadership.
- Advanced knowledge of operational characteristics of wide area networks and IP voice communications
- Advanced knowledge of methods and techniques of designing, developing, installing, and maintaining IP voice communication systems in wide area networks
- Advanced knowledge of methods, techniques, principles, and practices of integrating communications operating systems with virtual systems and applications
- 5+ years providing direct support of Avaya based telephony systems.
- Experience providing technical leadership of complex telecommunications projects
- 1+ year of direct telecom helpdesk experience.
- ASAC – 0037, 0038, 0039 certifications, demonstrated progress towards certification or equivalent work experience.
