Hiring Incentive:
The City is offering a $7,500 hiring incentive to new hires for Lead Information Technology Systems Specialist which will be paid in accordance with A.R. 2.55.
The Planning and Development Department (PDD) guides the physical development of the city by preserving our historic sites, planning what can be built, and ensuring safe construction of buildings and infrastructure. It is a city department of over 500 employees across four main Divisions: Management Services, Planning, Historic Preservation, and Development.
The PDD Technology Manager is responsible for management of all Business Applications that support PDD services, Information Technology (IT) Project Management and Business Analysis, Geographic Information Systems (GIS), helpdesk support for all PDD staff, and ensuring the department's technology equipment needs are met. This position is also the primary liaison with the City's Information Technology Services (ITS) Department and is responsible for ensuring the department's server, storage and database needs are meet by ITS.
The PDD Technology Manager is responsible for implementation of SHAPE PHX, a transformative technology project that replaces numerous PDD applications with a consolidated, secure, transparent, and modern land-based application that supports Planning, Zoning, Historic Preservation Permitting, Plan Review and Permitting. PDD's application are used by over 800 staff in several city departments and annually support issuance of 50,000 permits, with last FY permit valuation of $9.3 billion. The SHAPE PHX solution also offers scalability to potentially support business processes in other city departments in the future. While SHAPE PHX is being implemented through multiple releases over many years, the Technology Manager is responsible for ensuring that the current legacy systems continue to meet the needs of the department.
The position supervises a section of approximately 45 direct and indirect IT positions across various disciplines including business applications, programmers, organizational change management, business analysts/leads, project management, network services/technicians, and GIS. The position is also responsible for managing a $10 million IT operating budget, $50 million IT capital budget, and is the lead department liaison working with the Finance, Information Technology Services, and Law Departments on IT procurement planning, contract administration, and processes.
IDEAL CANDIDATE
- Able to monitor a portfolio of projects, including milestones and critical dates to mitigate potential risks.
- Able to work in a fast-paced, dynamic environment supporting the business requirements of multiple customers and business systems.
- Excellent written and verbal communication and presentation skills to individuals, groups, management, and the public
- Knowledge of GIS (Geographic Information System).
- Proficient with Salesforce to include strong understanding of Salesforce platform and functionality.
- Team oriented, results-driven, and the ability to collaborate with a diverse group of stake holders.
- Display diplomacy, excellent communication skills, and a high emotional intelligence while focused on delivering a balanced portfolio.
- Exceptional management skills and the ability to produce creative solutions
SALARY
$82,492.80 - $125,424.00 annually. Candidates may be hired up to $125,424.00 depending upon qualifications.

MINIMUM QUALIFICATIONS
- Three years of experience developing, evaluating, using, and maintaining technical system hardware and software.
- Bachelor's degree in computer science, math or a related field.
- Other combinations of experience and education that meet the minimum requirements may be substituted.

PREFERRED QUALIFICATIONS
The minimum qualifications listed above, plus:
- Five years of experience as a senior or lead technology professional managing complex information technology projects for a large city department or government entity.
- Five years of experience with techniques, methods, and procedures for integrating hardware and software systems into user operational environments.
- Three years of experience managing multiple vendors providing hardware, software, licenses, and maintenance.
- Five years of experience performing a broad range of supervisory responsibilities over technical staff from various technical disciplines including application development and support teams.
- Experience with technical project management, planning, and monitoring.
- Experience fostering teamwork and building relationships with stakeholders.
- Experience delivering senior level presentations to communicate key risks, objectives, and health of portfolio.
- Experience in one or more of the following: VMware, F5 BIG-IP, Firewall administration, Netmotion, Database Administration, OnBase, or other Electronic Document Management System.
- Experience in Oracle ExaCC cloud and Exalogic Elastic Cloud hardware.
- Experience managing LAN server, storage, and database support.
- Experience with a formalized change management and documentation strategy.
- Microsoft Azure, cloud and application development certifications.
