  • Includes a 15% recruitment and retention salary adjustment. In addition to the above base salary this position is eligible for a training bonus applied for the duration of employment in this position.

OVERVIEW:

The Department of Administrative and Financial Services (DAFS) Office of Information Technology (MaineIT) provides information technology support to over 13,000 employees. MaineIT oversees large scale enterprise applications that support the critical and diverse business needs of the State of Maine and its agencies. OIT is seeking a highly talented individual to join our technical teams that maintain and support a variety of applications for the business clients. This position will support the Department of Administrative and Financial Services and assigned agencies.

ABOUT THE JOB DETAILS: This is advanced technical services work involving the analysis, design, development, and implementation of diverse, application systems. Responsibilities include researching and analyzing business needs, formulating and defining system scope and objectives, and designing systems and/or enhancements to existing systems capable of fully meeting business needs and objectives.

This role is the highest technical level in all phases of applications systems analysis and design activities. The most important aspects of this work are the application of system analysis skills to formulate solutions to complex business problems using automation technologies and preparing system design plans and detailed specifications to facilitate the development and implementation of application systems. Oversite of daily support activities and other development work may be required. Work is performed under limited supervision.

WHAT WILL YOU DO? Responsibilities include analyzing, designing, documenting, resolving complex problems and defining new system functionality for two projects to replace applications we currently support. Work may include assignments using the following:

  • PL/SQL
  • Oracle Database
  • Microsoft Visual Basic
  • SQL Server – Analysis Services
  • Appeon Powerbuilder
  • Java / Java Script
  • Low code/No Code (i.e., Salesforce, MS Dynamics, MS PowerApps)

Work will involve frequent communications with our Business Clients, Web application Vendors, Project Leaders and Senior OIT managers.

Preference will be given to candidates who display a high-level skill set in the following areas: Teamwork, Communication, Customer Service, Problem Solving and Oracle/PL-SQL skills.


MINIMUM QUALIFICATIONS:

(Entry level knowledges, skills, and/or abilities may be acquired through, BUT ARE NOT LIMITED TO the following coursework/training and/or experience).

A four (4) year combination of higher level programming and or systems analysis and design experience. A Master’s Degree from an accredited educational institution in Computer Science may be substituted for two (2) years of programming experience.
