GENERAL DESCRIPTION:

Oversee and direct operations of the Risk Management Department, consisting of 8 subordinate Youth Services Staff. To ensure the safety/security of the facility employing 83 staff and serving up to 75 adjudicated male delinquents, ages 12 - 21 for the purpose of youth changing their thinking and behavior of delinquency and dysfunction to become a more productive members of their community and less of a threat to re-offend.

ESSENTIAL FUNCTIONS: The listed functions are illustrative only and are not intended to describe every function which may be performed at the job level.
  • Manage the quality assurance of the Risk Management Department and the supervision of subordinate employees.
  • Assists in the hiring process to sustain adequate staff to meet the needs of the institution.
  • Provides training and supervision of staff.
  • Maintains the current population count and location of all students, staff, contractors, and guests.
  • Ensures WBS policy and procedures are being adhered to by all staff, contractors, and guests and will address all infractions personally or through the chain of supervision.
  • Maintains constant monitoring and assessment of the level of risk to the institution.
  • Responsible for training the institution and its associated stakeholders in the crisis management of violent, aggressive, and escalated juvenile delinquents.
  • Maintains accountability, documents assignments, and uses all keys for the institution.
  • Maintains the quality assurance of all log books associated with safety and security documentation.
  • Conducts random contraband searches on the dormitories and other areas on the grounds.
  • Conducts security rounds, lock checks, and safety assessments throughout all shifts, 24 hours a day, 7 days a week.
  • Researches relevant best practices for safety, security, and risk management for correctional facilities and updates policies accordingly.
  • Provides oversight of the WBS admissions process.
  • Communicate and enforce departmental and institutional policy and procedure.
  • Review and revise department operational standards for the program to coincide with best practices and state and federal requirements.
  • Work in conjunction with the Clinical Management Team, supplying guidance and advice, as well as being directly involved in the completion of relevant actions.

Qualifications


KNOWLEDGE:


  • Knowledge base, skills, and abilities for all of the Youth Specialty positions for their training required of supervising these positions and management of a self-contained dormitory.
  • Knowledge of Wyoming Juvenile Criminal Justice, State of Wyoming Statutes, Wyoming Court systems, and basic law enforcement knowledge.
  • Knowledge of cognitive behavioral programming and concepts.
  • Knowledge of mental health concepts for male juvenile offenders.
  • Knowledge of substance abuse treatment.
  • Knowledge of supervision and management principles.
  • Knowledge of safety and security principles within a correctional institution.
  • Knowledge of computer and technology competencies to communicate effectively (including formal and legal documents).

MINIMUM QUALIFICATIONS:
Education:
Bachelor's Degree (typically in Social Work)
Experience:
1-2 years of progressive work experience (typically in Social Services Programs) with acquired knowledge at the level of a Social Services Program Analyst
OR
Education & Experience Substitution:
4-6 years of progressive work experience (typically in Social Services Programs) with acquired knowledge at the level of a Social Services Program Analyst

  • Duties are performed in a correctional setting.

  • A background check, including the taking of fingerprints, will be completed through the Wyoming Department of Criminal Investigation, the Department of Family Services, and the Federal Bureau of Investigations for every successful applicant.
