What You'll Do:
Works with business area personnel to assure requirement(s) are thoroughly defined and approved; performs impacts analyses to identify interdependencies; assists with design reviews; performs code review(s); serves as technical lead, as assigned.
Creates detailed test designs and test plans; creates and reviews test data for performing test scenarios; coordinates execution of unit and system test scripts, debugging efforts and defect tracking, support of user acceptance testing, and software implementation and deployment tasks; leads the development, implementation and monitoring of IT quality assurance standards and testing; performs performance and load testing.
Writes, reviews, and coordinates development of application-related training materials and software user guides, program and/or application source code documentation (e.g., uses cases, in-line code comments), departmental standards, appropriate standards and criteria for acceptable programming, documentation and systems development lifecycle activities and review of development lifecycle activities.
Assists higher-level IT staff with estimating workload requirements.
Job duty, knowledge, skill, and ability statements at a lower-level are understood to be able to be performed at any higher level.

MINIMUM CLASS QUALIFICATIONS FOR EMPLOYMENT
Completion of undergraduate core program in computer science or information systems; 36 mos. combined work experience in any combination of the following: assuring requirements are defined and approved, performing code reviews and ensuring application development standards are met including 12 mos. work experience in the primary technology as specified by the agency position description & job posting.
- Or completion of associate core program in computer science or information systems; 42 mos. combined work experience in any combination of the following: assuring requirements are defined and approved, performing code reviews and ensuring application development standards are met including 12 mos. work experience in the primary technology as specified by the agency position description & job posting.
- Or 60 mos. combined work experience in any combination of the following: assuring requirements are defined and approved, performing code reviews and ensuring application development standards are met including 12 mos. work experience in the primary technology as specified by the agency position description & job posting.
- Or equivalent of minimum class qualifications for employment noted above

SKILL: Reading comprehension, speaking, service orientation, troubleshooting, critical thinking, complex problem solving, lead work; Programming software analysis and evaluation, using data recovery tools and techniques, judgment and decision making, assuring quality, and identifying and specifying business requirements.
ABILITY: deal with problems involving several variables in familiar context; understand practical field of study (Stay abreast of current technologies in area of IT assigned); define problems, collect data, establish facts & draw valid conclusions; prepare meaningful, concise & accurate reports.

- This position will be filled in accordance with the bargaining unit agreement if applicable
- This position is essential, meaning the duties this job performs are critical to the continued operations of the Ohio Department of Public Safety during a public safety emergency (OAC 123: 1-46-01 & DAS Directive HR-D-11). Whoever fills this position will be required to report for duty during any public safety emergency.
