Under limited supervision of the deputy director of Finance and/or Manager of General Accounting Section. Perform complex and technical purchasing functions as lead worker for the procurement and contracts section of the Lottery.

Duties will include: Development and implementation of policies and procedures for the agencies specialized purchasing functions to include (3) complex computer systems that control lottery functions for the state’s six (6) major revenue generating cost centers at multiple locations throughout the state.

Contracts management for operations and maintenance agreements for the 13-story building, as well as the backup data center, that accommodates multiple revenue generating agencies. Administer the competitive bid process, prepare complex specifications, acquire and evaluate bids to obtain the most effective product or service and award purchase orders to the low bidder to maximize savings to the agency.

Review and approve purchase orders within the Lottery threshold. Lead worker for supervising all purchasing transactions for multiple purchase cardholders to assure compliance with purchasing rules and regulations. Participate in fixed asset inventory management.
Good communication skills needed. Perform related work as necessary.

Minimum Qualifications

Training: Bachelor's degree from a regionally accredited college or university.
OR
Substitution: Full-time or equivalent part-time paid experience as described below may substitute for the required training at the rate of one (1) year of experience for 30 credit hours of education.
AND
Experience: Three (3) years of full-time or equivalent part-time paid experience in a broad range of purchasing of commodities or services in a centralized purchasing function for use in the operation of a private industry or governmental unit. Purchasing experience must be for direct use of the industry or governmental unit, not for retail sales.
OR
Substitution: A Master's degree from a regionally accredited college or university may substitute for the required experience at a rate of one (1) year of experience for 15 semester hours of education not to exceed two (2) years.
