Duties Summary

The Headquarters of the Hawaii Air National Guard (HIANG) Division, Department
of Defense, State of Hawaii directs and coordinates the activities and units of the
HIANG.

This position is primarily responsible for the day-to-day management of the operations branch and for providing direct assistance to Director of Staff and Commander, Hawaii Air National Guard. The incumbent also serves as a member of the Adjutant General's staff and provides assistance as required.

This position is an exempt "At Will" position. The incumbent serves at the will of the Adjutant General of the State of Hawaii (TAG) and may be terminated at any time, with or without cause, at the discretion of the TAG.

Minimum Qualification Requirements

KNOWLEDGE:

1. Thorough knowledge of HIANG military organization, mission sets, assigned resources, terminology, regulations, and reference materials.

2. Knowledge of ANG and State of Hawaii budgeting and execution procedures.

3. Knowledge of Air National Guard Reserve Order Writing System (AROWS), Defense Travel System (DTS), Government Purchase Card (GPC), Government Travel Card (GTC) and other ANG financial resource management systems.

4. Knowledge of ANG and State of Hawaii asset management systems and procedures.

5. Knowledge of public affairs and military support to civil authorities flying regulations.

SKILLS / ABILITIES:

1. Strong organizational skills and good judgment to independently set work priorities are required.

2. Ability to understand, interpret and apply pertinent policies, procedures, laws, rules and regulations, and recommend courses of action to address issues and problems that arise.

3. Trustworthiness and discretion in handling confidential matters affecting organization and personnel.

4. Ability to communicate effectively through oral and written means.

5. Ability to interact with others in a tactful and polite manner.

6. Proficient in the use of Microsoft Office suite and other electronic computer programs to include Outlook, Word, Excel, PowerPoint, and Adobe Acrobat.

EDUCATION:

1. A high school diploma, GED, or equivalent and a baccalaureate degree from an accredited college or university are required.

2. A masters or doctorate degree from an accredited college or university is desired.

EXPERIENCE:

Must be a current or former federally recognized HIANG officer in the grade of O-3 or above on the date of appointment to the position.

Prospective employees recommended for hiring are required to successfully complete a fingerprint-based criminal history record check and be found free of disqualifying convictions. Must be cleared for access to classified material up to and including SECRET in accordance with existing directives and eligible for TOP SECRET clearance after appointment. The selected employee must maintain a minimum of SECRET Federal Security Clearance to remain in this position.

Must possess a current valid Driver’s License, Class 3, to operate a vehicle in the State of Hawaii.

This position is exempt from the civil service and considered temporary in nature. Therefore, if you are appointed to the position, your employment will be considered to be "at will", which means that you may be discharged from your employment at the prerogative your department head or designee at any time.
