SALARY $70,509.00 - $112,814.00 USD Annually
EDUCATION ACCREDITATION: Applicant’s education must be obtained from an accredited institution. Education credentials obtained out of the US must be evaluated for US equivalency. Evaluation agencies information may be obtained at www.naces.org.
ELIGIBILITY: Qualified candidates will be considered for vacancies as they arise, for a period of at least six months. The decision of the Director of Human Resources with respect to acceptable minimum qualifications is final.
CRIMINAL BACKGROUND CHECK: Eligible candidates under final consideration for appointment to this position identified as positions of trust will be required to authorize the release of and successfully complete a Fingerprint check.
PROBATION: All persons, including current City employees, selected from this position will be on probation for 6 months.

CLASS DESCRIPTION
A Contract Officer develops, implements, reviews and analyzes various contracts for community revitalization projects. Work of this class involves no supervisory duties or responsibilities.
Incumbents receive general supervision from a technical superior. Employees in this class work a conventional workweek. Work is performed in an office where normal working conditions are encountered. Work requires minimal physical exertion.

MINIMUM QUALIFICATIONS
On or before the date of filing the application, each candidate must:

EDUCATION: Have a bachelor's degree from an accredited college or university.
AND
EXPERIENCE: Have three years of experience in contract development, preparation, and administration.
OR
NOTE EQUIVALENCIES: Have an equivalent combination of education and experience.
REQUIRED KNOWLEDGES, SKILLS AND ABILITIES
  • Knowledge of the practices and procedures of construction contract administration including contract development and preparation and contract auditing, processing and monitoring.
  • Ability to audit contractors' estimates, invoices and extra work orders.
  • Ability to interpret and explain City, State and Federal contract procedures.
  • Ability to read and interpret construction drawings, plans and specifications.
  • Ability to deal effectively with contractors, consultants, community groups and Federal, State, City and private utility company personnel.
  • Ability to maintain records and write reports.
  • V. MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS
  • Requirements - A bachelor's degree from an accredited college or university and three years of experience in contract development, preparation and administration.
  • Equivalencies - Equivalent combination of education and experience.
