GENERAL DESCRIPTION:

The Wyoming Attorney General's Office seeks a qualified and motivated attorney to join its Water and Natural Resources Division. The Water and Natural Resources Division protects and defends the State's environmental quality, water, and natural resources with the highest quality legal services. The Division advises state agencies and state officials on water and natural resource issues affecting the State and represents the State of Wyoming, it's elected and appointed officials, and its agencies in local, state, federal, and international forums. Attorneys in the Division have the opportunity to cross-train and work on high-profile issues at both state and national levels.

The successful applicant for this position would join a team of attorneys representing the Department of Environmental Quality, and would serve as the primary attorney for the Department's Land Quality, Industrial Siting, and Abandoned Mine Land Divisions. Typical work includes advising division administrators and staff on day-to-day legal matters, assisting administrators on enforcement actions to preserve the state's environmental quality, appearing before the Wyoming Environmental Quality Council in administrative matters such as contested cases and rulemaking, and appearing before the Wyoming Industrial Siting Council in contested cases involving large, high profile industrial projects.

ESSENTIAL FUNCTIONS:
The listed functions are illustrative only and are not intended to describe every function which may be performed at the job level.
  • Prepare and present contested cases on behalf of the Department of Environmental Quality before the Environmental Quality Council, including permit appeals, appeals of agency orders, as well as referrals to the Attorney General.
  • Represents the State of Wyoming in state and federal court with primary responsibility for the Department's implementation of the Wyoming Environmental Quality Act and related enforcement.
  • Review draft legislation to advise the Governor and clients; compose formal and informal legal opinions on questions submitted by agency clients; advise agency clients concerning relevant statutes and administrative procedure; make strategic decisions on cases and manage workflow on cases in consultation with office leadership.
  • Prepare and present contested cases on behalf of the Industrial Siting Division before the Wyoming Industrial Siting Council.
  • Perform other duties as assigned.

MINIMUM QUALIFICATIONS:

Education:
Juris doctorate.
