LOCATION

MINIMUM QUALIFICATIONS: The following qualification(s) MUST be met and clearly detailed on the City of Saratoga Springs employment application form:
Either:
- Graduation from a regionally accredited or New York State registered four-year college or university with a Bachelor's Degree or higher and three years (3) of full-time paid experience in an occupation involving the valuation of real property such as an assessor, appraiser, valuation data manager, real property appraisal aide or a closely related field; OR...
- Graduation from a regionally accredited or New York State registered two-year college or university with an Associates Degree and five years (5) of full-time paid experience in an occupation involving the valuation of real property such as an assessor, appraiser, valuation data manager, real property appraisal aide or a closely related field; OR...
- Graduation from high school or possession of a high school equivalency diploma and seven years (7) of full-time experience in an occupation involving the valuation of real property such as an assessor, appraiser, valuation data manager, real property appraisal aide, or a closely related field.
DUTIES:
This is professional work in the valuation for assessment of real property for tax purposes and the preparation of an annual assessment roll. Work is performed under the direction of the Commissioner of Accounts who is the City’s legal Assessor. This position has reporting lines to the Commissioner and Deputy Commissioner of Accounts. Supervision is exercised over the work of the Assessment Office staff. Advisory service is available from the County Director of Real Property Tax Services and the State Board of Real Property Services. Does related work as required.
TYPICAL WORK ACTIVITIES: The duties listed are intended only as illustrations of the various types of work performed.
- Annually values and revalues each parcel of real property;
- Prepares, utilizes, maintains and files tax maps and appraisal cards and reports;
- May seek county advisory services in determining values of certain parcels;
- Attends all hearings of the Board of Assessment Review;
- Makes changes in assessments in accordance with law as directed by the Board of Assessment Review;
- Prepares reports of assessment activities as requested by the Commissioner of Accounts or the State Board of Real Property Services;
- Provides school districts within the assessing unit a copy of the current pertinent portion of the assessment roll;
- Supervises and trains Assessment staff;
- Reviews and makes determinations with respect to applications for tax exemptions.
- Prepares all legal ads for publication regarding assessments;
- Prepares, revises, completes and files assessment inventory and valuation data, assessment rolls, tentative assessment rolls, and final assessment roles.
