Overview
The Policy, Planning and Research (PPR) Bureau of the Vermont Agency of Transportation (VTrans) has an exciting opportunity for two (2) transportation planning professionals; a Regional Planning Coordinator and a Systems Planning Coordinator, to work in a progressive, creative, transportation planning group that encourages innovation, with an excellent work life balance and opportunities for professional development and growth.
As a member of the Policy and Planning team, you’ll have the opportunity to help shape the future of transportation in Vermont. You will work collaboratively with colleagues across all five divisions of the Agency, and other state agencies, regional, municipal, and international partners to create and evaluate policy options and prepare planning documents that inform Agency investments, activities, and legislation. The Policy and Planning team is respected as VTrans’ catalyst of change where innovative transportation studies, policies, and processes are imagined, incubated, and take form, before being implemented within the Agency and across Vermont.

In these roles, you will be working with leadership and colleagues with a focus on:
- Preparing and managing transportation planning projects and special studies pertaining to highway, rail, air, bicycle and pedestrian, land use, climate, energy and environment, resilience, public transportation, rail trails, and freight; note this may involve either your own work or the management of consultants executing this work.
- Relationship building and management within the agency and with external partners; this specific role will focus on a longstanding, collaborative relationship with the state’s eleven regional planning commissions; duties may also extend to participating in interagency policy initiatives and discussions, providing legislative testimony, and liaising with municipalities on behalf of VTrans.
The Regional Planning Coordinator will focus on:
- Creating, overseeing, and administering transportation planning grant programs and strategic initiatives; this will involve creative problem solving and working closely with Agency staff to execute, review and manage consultants, grant agreements and contracts.
The Systems Planning Coordinator will focus on:
- Supporting Agency leadership in the development of statewide transportation policy and plans; you’ll take part in the development of statewide transportation plans, including the rail, freight, and airport systems plans, and related statewide transportation policy. Duties may include tracking and reporting on evolving legislation during the annual session of Vermont’s General Assembly, researching the potential impacts of policy proposals, and coordinating throughout the Agency to evaluate the impact of proposed policies.

Environmental Factors
Normal office working conditions general apply. Incumbents must be prepared to attend meetings, conferences or seminars which may occur outside normal working hours. Private means of transportation is required for a significant amount of travel to field sites. There will be an occasional need to travel outside the state to attend meetings, conferences and training. When making public presentations or facilitating meetings, strong differences of opinion may be expressed. Interaction with a variety of persons may generate strong differences of opinion when making public presentations or facilitating meetings.
Minimum Qualifications
Master's degree in planning, engineering, economics, natural resources, transportation land use, public administration, or related field.
OR
Bachelor's degree or higher in planning, engineering, economics, natural resources, transportation land use, or public administration AND four (4) years of experience in transportation planning, environmental planning, land use and community planning, city and regional planning, transportation engineering and/or natural resources planning.
OR
Six (6) years of experience in transportation planning, environmental planning, land use and community planning, city and regional planning, transportation engineering and/or natural resources planning.
Preferred Qualifications
Coursework in statistics, engineering, economics, natural resources, transportation, land use or community planning, or business/public administration.
