DEP is seeking to fill an Administrative Specialist II (Procurement Specialist) to assist Contract Administrators/Program Managers (CA/PM) with the development, management, and coordination of contracts of varying value, as well as assist in the development of standard operating policies and procedures for procurement personnel. This position focuses on procurement and contract administration of complex services using various procurement methods including, but not limited to, the complete processes for Direct Purchase Orders (DPO), Request for Proposal (RFP), Invitation to Bid (IFB), Public Entity Contracts, Sole Source Contracts, Bridge Contracts, and Informal Solicitations in strict accordance with County Procurement Regulations.
Duties include, but are not limited to:
- Working with program staff and managers in exploring solicitation strategies, writing and editing specifications and contracts, reviewing pre-solicitation procurement documents to ensure contract type, terms, and developing cost estimates, and resolving purchasing issues.
- Conducting research of available suppliers in the central vendor registration database.
- Working with CA/PM and DEP Contract Specialists to assist with discussions with offerors and supporting the preparation of final contract award documents for signature by the Director/Deputy Director.
- Preparing evaluation documents for the CA/PM from responses to solicitations, including price comparisons.
- Acting as Lead Specialist for all standard contract renewals and all Contract Price Increases (CPI) allowed by contract.
- Preparing requisitions for POs and creating DPO’s as needed.
- Updating and maintaining official contract files for the department including updating the master contract file for new contracts and agreements.
- Managing all Certificates of Insurances (COI) for all department contracts.
- Receiving and verifying awards in the approved budget.
The position will utilize MS Office daily, typically Outlook, Word, Excel, Teams, Adobe DC Professional, SharePoint, and Oracle E-Business Suite financial/procurement modules and CMS Web management system.
The ideal candidate will have knowledge of and experience with procurement and contract management; efficient management of solicitation and procurement processes in coordination with other staff; and reviewing agencies and ensuring solicitation and contract compliance with regulations and codes.
The successful candidate will be able to work independently; organize, prioritize, and accomplish tasks on schedule; work well under pressure; and must have excellent interpersonal and communication skills.

Minimum QualificationsExperience : Two (2) years of professional administrative experience related to procurement, contract administration, or other related field.
Education : Graduation from an accredited college or university with a Bachelor's Degree.
Substitutions :
- EDUCATION for EXPERIENCE: Additional education will substitute for the required experience on a year-for-year basis.
- EXPERIENCE for EDUCATION: Additional administrative, business, research and/or clerical experience will substitute for the required education on a year-for year basis.
There are NO Preferred Criteria Assessments . All Applicants will be reviewed by the Office of Human Resources (OHR) for minimum qualifications. Those applicants who meet minimum qualifications will be rated “Qualified”, placed on the eligible list, and may be considered for an interview. Employees meeting minimum qualifications of the same grade or higher will be placed on the Eligible List as a “Transfer” candidate and may be considered for an interview.

- Solicitation and contract development processes.
- Government agency procurement regulations, policies, and procedures.
