Full Description
One (1) immediate temporary full-time vacancy not-to-exceed 12/02/2024 Noon with the Planning Department - Administrative Services Division in Hilo.
(Appointment may be made at any rate within the salary range advertised above at which appropriate qualified applicants can be recruited. Starting salary will be based on the qualifications of the person selected.)
The eligible list may be used for other permanent and temporary vacancies as they arise during the life of the list. Temporary appointment may lead to conversion to permanent appointment.
- Provides a variety of administrative services primarily relating to human resources management, budget administration, organizational planning, administrative controls, and public relations.
- Identifies management needs and problems, analyzes and seeks solutions to such problems, and recommends or takes authorized action to resolve same.
- Advises management on regulatory and procedural requirements regarding administrative matters; recommends new procedures or revisions to current policies and practices.
- Counsels management in developing and maintaining sound organizational structures and improving managerial policies, practices, methods, and procedures including the distribution and assignment of functions and responsibilities, work methods and procedures, and management control systems for a more effective and efficient operation.
- Provides or obtains human resources management services in resolving problems relating to recruitment, selection, classification, pay, training, employee management relations, promotion, transfer, retirement, and related activities.
- Promotes an effective interchange of information and coordination of activity between the department and other centralized agencies, such as the Human Resources, Finance, and Data Systems departments.
- Represents the department on collective bargaining matters; serves as a representative of management in dealing with employee and employee organizations; coordinates work with other county, state, and federal departments or agencies.
- Participates in departmental planning and programming activities; prepares cost estimates and determines funding source.
- Participates in public relations and information and education programs for the department.
- Assigns, reviews, and supervises the work of accounting, human resources, and clerical subordinates; prepares employee performance evaluations; provides training.
- Supervises and participates in the preparation of financial statements and reports, budgetary estimates, and other statistical reports; reviews, analyzes, and compiles budget related requests from divisions; reviews and approves expenditures to ensure that expenses remain within program and budgetary limits; reviews and recommends approval of requests for personnel, reorganization, etc.
- Administers the departmental contracts regarding funding and payment.
- Conducts studies; prepares estimates and projections of department's short and long term requirements; assists in determining the allocation of funds to various programs and activities.
- Conducts internal reviews to ensure that accounting systems and supportive procedures are effective, efficient, and properly implemented; recommends changes as appropriate.
- Conducts special studies on matters pertaining to fiscal, human resources, or other matters as requested.
- Performs other related duties as assigned.
Training and Experience:
A combination of education and experience substantially equivalent to:
- graduation from an accredited college or university with a baccalaureate degree in business or public administration or a related field (attach a copy of your official college transcript to your application), and
- three (3) years of administrative experience in human resources management, budget analysis, or organizational and management analysis, and
- one (1) year of which shall have been in a government agency.
Examination: All applicants who meet the minimum qualification requirements will be assigned a score of 70 points. An education and experience evaluation will be conducted based on the applicant's training, education and experience as presented in the application.

Knowledge of: principles and practices of public administration including human resources management, budget administration, organization and management analysis, and public relations; pertinent laws, ordinances, regulations, policies, and procedures relating to administrative functions; research methods and techniques; report writing.
Ability to: conduct research; obtain, analyze, and evaluate facts; interpret, explain, and apply pertinent laws, ordinances, and regulations; prepare clear and concise correspondence and reports; draft policies and procedures; maintain cooperative and effective relationships with public officers, departmental personnel, and the public.
