Accounting Supervisor
Provides day-to-day guidance and supervision to finance division accounting staff pertaining to and including accounts payable, general ledger, treasury and cash management, budget monitoring, account reconciliations, and code enforcement management. Prepares and analyzes monthly and annual City financial information including the Renewal Wheat Ridge (RWR) urban renewal authority and the Wheat Ridge Housing Authority (WHRA). Prepares the annual financial reports for the City of Wheat Ridge and facilitates the audit with the City’s contract audit firm.
Position Term: This is a fixed-term 3-year funded position, with a prospect of lifting the fixed-term designation depending on circumstances.
Pay: The entire salary range is listed for this position is listed however pay will be based on skills and experience.
Essential Duties: The following duties are illustrative only and are not intended to be all inclusive:
Prepares and manages the preparation of accounting reports and financial information including the annual report and other internal and external reports. Ensures compliance with applicable laws and accepted practices and guidelines.
Facilitates the year-end process involving procurement efforts to close or re-encumber purchase orders and to generate reports for the City’s annual audit. Works directly with the City’s contract audit firm throughout the year.
Monitors the design and proper functioning of internal control policies and procedures, and compliance with the City’s procurement and payment policies. Responds to questions, provides training, determines needs, and prioritizes responses for City staff and citizens regarding various accounting issues.
Compiles and analyzes financial information to prepare journal entries for general ledger accounts and to document business transactions. Reviews and posts journal entries, adjustments (budgetary and non- budgetary) and reconciliations of accounts.
Analyzes financial information detailing assets, liabilities, and capital; prepares balance sheet, budget-to-actual expenditure and revenue reports, and other reports to summarize current and projected organization financial position. Provides information to financial users for the preparation of special one-time reports or other ongoing custom reports as needed.
Provides accounting supervision and analysis for capital improvement and bond proceeds expenditure projects for both the City and RWR.
Works with staff and customers to maximize revenue and reduce expenses through efficient processes.
Maintains the City’s cash balances. Meets all necessary cash flow needs and maintains investment accounting records.
Documents expected revenues and expenditures and submits to management as necessary or requested. Advises management on matters such as effective use of resources and underlying budget forecasts.
Responds to inquiries from citizens, City Council, management and other city employees. Provides training on the City’s financial accounting software to City employees.
Debt management duties include monitoring the City’s required Bond payments and compliance and maintaining the accounting records.
Other duties as assigned.

Supervision Received:
Under general supervision from the Finance Manager, the employee has personal accountability for carrying out assigned functions and programs or projects within established guidelines and objectives.
Supervision Exercised:
Directly supervises assigned finance division staff. Carries out supervisory responsibilities in accordance with the organization’s policies and applicable laws. Responsibilities include training employees; planning, assigning, and directing work; appraising performance, rewarding and disciplining employees; addressing complaints and resolving problems.
Independence of Action:
Work is performed in accordance with established procedures and well-defined standard practices requiring the appropriate level of authority to select which methods are applicable in any given situation. All work is subject to review while in progress or upon completion for accuracy and quality. Matters not specifically covered in operating or administrative instructions are reviewed with the supervisor. Unfamiliar situations are referred to the supervisor.
Physical Demands:
May require the ability to lift and carry objects weighing greater than 25 lbs. Must be able to work in an environment where noise and interruptions prevail. The ability to verbally communicate in a clear and concise manner is essential to this position. Interaction with the public and co-workers is an everyday occurrence and requires multi-tasking and the ability to direct, negotiate, mediate.
Working Environment:
Position operates primarily in a standard office environment and could be considered a fit for partial remote work. This position may work either indoors or outdoors and involves lifting, bending, sitting, standing, stooping, reaching, climbing, walking, and hearing.

Equipment Used:

Knowledge, skills, abilities:
Knowledge – Working knowledge of governmental accounting standards and principles, practices and procedures; working knowledge of municipal organization including applicable budgetary laws and regulations. Working knowledge of electronic data processing principles, practices, and equipment; principles and practices of administration, supervision and training; technical record-keeping techniques and requirements; correct English language, grammar, spelling, punctuation and vocabulary.
Skills - Demonstrated skill in preparing written and verbal reports and projects; skill in the operation of equipment necessary to perform the functions of the job; interpersonal skills using tact, patience and courtesy; oral and written communication skills.
Abilities - Exercise sound judgment in evaluating situations and making decisions; analyze and prepare comprehensive and detailed reports; provide effective leadership; supervise and evaluate work performance of staff; provide direction and feed back to employees; meet schedules and time lines; work independently with little direction; communicate effectively verbally and in writing; establish and maintain effective working relationships with employees, other agencies, City officials and the public.
Qualifications:
Education Requirement – Minimum of a Bachelor’s Degree in accounting, business or related field.
Experience Requirement – Minimum of five (5) years of professional finance/accounting experience with three (3) years of proven supervisory experience. Understanding of governmental accounting standards preferred. Governmental accounting experience strongly preferred.
Education and Experience Equivalency - Additional appropriate experience may be substituted for the minimum education requirement.
Special Requirements:
Possession of a valid driver’s license at the time of application and as a condition of continued employment.
