BASIC FUNCTION:
Under the direction of the City Traffic Engineer, perform professional and technical transportation planning and demand management duties in support of the Traffic Services Division of the Public Works Department, including review, evaluation and approval transportation plans, development proposals, and traffic impact and mitigation studies submitted to the Public Works Department; manage the City’s Commute Trip Reduction program by providing technical assistance, support, and best practices to the City’s large employers affected by Washington State’s Commute Trip Reduction (CTR) law.
ESSENTIAL JOB FUNCTIONS:
Perform professional and technical transportation planning duties in support of the Traffic Services Division of the Public Works Department.
Implement the Washington State’s Commute Trip Reduction (CTR) law and City Ordinance using travel demand management strategies. Track and update budget, contract deliverables, and contract reporting. Maintain client database system and fulfill all internal and external administrative functions. Assist CTR-affected employers for the development of their CTR programs, provide outreach activities to newly-affected worksites and support such activities for their employees, and evaluate their programs’ effectiveness to meet the requirements of the city ordinance. Develop and implement Transportation Demand Management (TDM) strategies, analyze CTR survey data and develop reports as required by the state of Washington, and track and report regulatory status and progress of affected employers towards meeting goals. Plan and execute educational/informational seminars and meetings, open houses, and network group training meetings of CTR program elements. Identify, track, and creatively engage CTR-affected employers that are out of compliance and effectively problem solve into compliance and/or communicate problems to Public Works Director. Act as Employee Trip Coordinator for City Hall employees.
Develop and manage data collection efforts for traffic engineering and transportation planning. Manage vendor contracts for traffic data collection, and collect data using City equipment. Establish count location protocols to develop count adjustment factors for time of day, day of week, and month of year, and calculate growth rates for all modes of transportation. Manage collision data, respond to requests for collision data in support of development of the annual Transportation Improvement Plan, and assist in the preparation of the Local Road Safety Plan. Respond to data requests from the public, consultants, and other transportation agencies, particularly for the Highway Performance Management System, and the Freight and Goods Transportation Survey.
Provide information to the public; respond to public requests for traffic services; receive and resolve public complaints; meet with neighborhood groups to resolve requests for traffic services.
Review, evaluate, and approve development project proposals to ensure traffic impacts are mitigated, and meet roadway improvement requirements, plans and reports, and findings are compliant with City code and Public Works Development standards and policies. Review plans for transportation engineering, traffic signal and control systems, traffic calming and channelization, street and intersection design. Perform transportation concurrency analysis and help maintain transportation concurrency database. Assist in the development of transportation-related ordinances, standards, codes, and regulations. Support updates of the Comprehensive Plan Transportation Element and other elements related to transportation. Conduct advanced and complex transportation engineering and related studies, evaluate alternatives, make recommendations and present reports to the City Traffic Engineer, Public Works Director, and the Mayor and City Council.
Review and comment on land use development proposals from a traffic safety and transportation infrastructure perspective including engineering codes, standards, and policies.
Operate a vehicle to conduct assigned duties; operate a personal computer and other standard office equipment.
Perform related duties as assigned.

EDUCATION AND EXPERIENCE:
Any combination of education and experience equivalent to: Bachelor's degree in transportation planning, engineering, urban planning, or related field; and three years of increasingly responsible experience in Transportation Demand Management, Commute Trip Reduction, Transportation Planning, or related field.
LICENSES AND OTHER REQUIREMENTS:
Valid Washington driver's license.
