Nature of Work


Department of Revenue/WV State Tax Department/Kanawha Co.-Under general supervision and at the full performance level, pursues the collection of delinquent taxes owed to the State of West Virginia by communicating with taxpayers and/or their representatives by phone and written correspondence. Promotes voluntary compliance with state tax laws and educates taxpayers on the WV State Code. Communicates with taxpayers or their representatives and other government entities to provide information, resolve issues, and provide clarification regarding tax laws, regulations, and procedures. Investigates situations of potential non-compliance and complaints made to the agency about delinquent taxpayers. Reviews tax returns and their supporting documentation, including financial information; prepares and/or corrects tax returns to generate tax collections. Researches tax law, legal decisions, and other pertinent sources to ensure accurate information is provided to taxpayers. Reviews, verifies, and issues compliance letters, non-filer letters, lien releases, and levies. Determines delinquent taxpayer liabilities and determines the appropriate course of action to resolve cases of delinquency. Negotiates with taxpayers payment plans that do not exceed 12 months in length. If the appropriate course of action to resolve a delinquency involves any of the following, recommends such action to upper management: long-term payment plans exceeding 12 months; the pursuit of a criminal investigation; lien releases; business license revocation; offers in compromise; and waivers of additions. Minimum Qualifications

Training: Graduation from an accredited four-year college or university which must have included six semester hours in accounting.

Substitution: Experience in accounting, bookkeeping, credit collections, preparation of tax returns, or related work outside the Department may be substituted at the rate of two years of experience for one year of college; or tenure with the Department of Tax & Revenue in a related field may be substituted on a year-for-year basis for the required training. If the experience being substituted is in the area of bookkeeping, accounting or credit collections, the six hour accounting requirement may be waived.
