GENERAL DESCRIPTION:

The Wyoming Department of Health is seeking to fill this full-time non-exempt Budget and Grant Coordinator Position. This position will monitor sub-recipients, grantees, or contractors for quality of service delivery and compliance with cooperative agreement guidance and contract deliverables, provide technical assistance, conduct compliance activities to ensure appropriate expenditures of funds.

This position is time-limited to June 30, 2023.

ESSENTIAL FUNCTIONS: The listed functions are illustrative only and are not intended to describe every function which may be performed at the job level.
  • Write and/or review contracts, Requests for Proposal (RFP), Requests for Information (RFI), and business cases
  • Determine grant/contract/RFP/RFI allocations or reviews for appropriateness
  • Compile and review budgets and narratives for submission and approval
  • Execute award agreements in accordance with federal and state rules and regulations
  • Monitor grant and contract recipients to ensure they are meeting grant compliance requirements
  • Participate in state and federal programs and financial audits of grant and contract programs
  • Maintain current knowledge of grant, contract, RFP, RFI, purchases rules and regulations
  • Implements program improvements
  • Review and analyze proposals for professional services agreements
  • Monitor and process a variety of program data and financial collection data from sub-recipients, program personnel, and partners
  • Coordinate and prepare reports for program
  • Collect and evaluate compliance program criteria through interviews of program stakeholders, review of federal, state, and agency policies to ensure compliance
  • Track expenditures vs award
  • Assist with development of contract deliverables for local jurisdictions
  • Coordinate development of Annual Deliverables Guidance
  • Contribute to the Administrative Preparedness planning process
  • Available to work 24/7/365
  • Support COVID-19 response
  • May occasionally assist with preparing products for shipping

Qualifications



PREFERENCES:

Preference will be given to candidates with a high level of technical knowledge of state and federal emergency preparedness systems and resources, which are essential for public health emergency planning and response to a public health emergency.
Skills in performance measurement and developing strategies to coincide with program objectives and project coordination.
Abilities to communicate effectively using both written and spoken methods; prepare for and speak effectively and make professional presentations; establish and maintain effective working relationships; to function effectively during an emergency in a high-stress environment.
Knowledge of principles of emergency, continuity, and contingency, logistical, strategic, and tactical planning and management, and principles of public health.
Requires valid motor vehicle operator's license and acceptable driving record, both of which must be maintained.
Preference may be given to candidates who have completed certification training in the following FEMA courses: ICS – 100; ICS – 200; ICS – 300; ICS – 400; ICS – 700; ICS – 800.
Due to the nature of this position and the need to support response activities, telework opportunities are limited.

KNOWLEDGE:


  • Knowledge of evaluating data and writing a narrative report of findings.
  • Excellent organizational skills
  • Knowledge of budget preparation and tracking
  • Knowledge of grant compliance

PHYSICAL WORKING CONDITIONS:


  • Typically, the employee will sit comfortably to perform the work. However, there may be some walking, standing, bending, and carrying light items.

  • Wyoming Department of Health is an E-Verify employer.
  • Telework may be available with approval for a maximum of two days per week.
