Why does the job exist?

The purpose of this position is to provide legal representation to the Aging & Long-Term Services Department (ALTSD) and to different service areas.

This position represents the Department in administrative law hearings, in a limited number of court proceedings, and other matters as assigned. In addition, the position reviews and participates in the preparation and finalization of Policies and Procedures and reviews documents pursuant to the Inspection of Public Records Act.

How does it get done?

Provides comprehensive legal services as assigned by the General Counsel and Deputy General Counsel.

Provides advice to the ALTSD, senior management and staff regarding complex legal and management issues.

Advice is provided in the context of formal and informal meetings, telephonic and electronic interactions, review of documents and written memoranda.

Prepares legal documents, including letters, litigation pleadings, reports, memoranda, department rules and related documents.

Review professional services contracts and intergovernmental agreements.

Aging & Long-Term Services Department Cabinet Secretary and agency.

Ideal Candidate

Ability to offer conflict-free legal counsel, guidance and memoranda to assist the department in the performance of the official duties of the Office of the Secretary and various agency divisions.

Ability to draft, review, and evaluate legal documents.

Excellent legal research and writing skills, ability to communicate effectively and provide competent, concise legal advice to a variety of clients.

The ideal candidate must be professional, courteous, civil, respectful and must provide open, honest and thorough communication.

Minimum Qualification

Juris Doctorate degree from an accredited school of law and four (4) years of experience in the practice of law. Must be licensed as an attorney by the Supreme Court of New Mexico or qualified to apply for limited practice license (Rules 15-301.1 and 15-301.2 NMRA). Employment Requirements

Must possess and maintain a valid Driver's License. Must possess and maintain a current Defensive Driving Course Certificate from the State of New Mexico or must pass and receive Defensive Driving Course Certification within 90 days of employment.

Working Conditions

Executive Order 2021-057 requires all employees with the State of New Mexico to provide either proof of COVID-19 vaccination or proof of a COVID-19 viral test every week.

The Public Health Order (on Vaccination) dated August 17, 2021, requires Congregate Care Facility Workers and Hospital Workers to be fully vaccinated.

Work is may be performed in an office and or tele-work setting with exposure to Visual/Video Display Terminal (VDT) extensive
computer and phone usage. Some sitting, standing, bending and reaching may be required.

Remote /Telework is subject to change, Sitewide travel may sometimes be required.
