The Operations Administrator within the Department of Human Services plans, organizes, and directs the overall administrative and support functions of the Department.
The position serves as an internal grievance/compliance officer, assists with policy/procedure development, and serves as the liaison between DHS and other County Departments including, Information systems, building maintenance, emergency management, City/County Health, ADRC, as well as external partners.
This position also serves as the public information officer for the department and develops ongoing communication plans. This position will coordinate and lead agency initiatives and innovations, including the management of the interconnection between the fiscal and program operations.
Directs the activities of assigned units and personnel; and performs related work as required.
ESSENTIAL FUNCTIONS (Illustrative only):
  • Plans, organizes, supervises, and coordinates the activities of administrative services to the department
    • Participates in implementing, monitoring, and evaluating internal operations throughout the department
    • Develops and evaluates programs and policies and procedures
    • Ensures compliance of unit programs with legal requirements and standards
  • Selects, supervises, and evaluates assigned staff
    • Establishes work rules and performance standards, conducts or oversees performance evaluations, and initiates and implements disciplinary actions as warranted
    • Provides for the training and motivation of subordinates in order to make full use of individual capabilities and to meet changing system demands
  • Directs or oversees the internal operating budget and spending
    • Prepares budget estimates and monitors expenditures
    • Estimates personnel needs and maintenance of required records and statistics
  • Represents the Department before boards related to needs of the department, data submission, and program enhancement in automating practice models
    • Conducts and attends staff meetings and staff development sessions
    • Represents County and Department at Statewide organizations, before representatives from other counties, State, and Federal agencies
  • Coordinate and work with management and staff to promulgate innovative programming to test, and operationalize creative ideas
  • Manages the department’s grievances and complaint process
  • Manages and directs overall activities related to record maintenance, retention and retrieval
  • Analyzes, creates, monitors, and responds to reports and correspondence
    • Develop opportunities to effectively communicate activities of the department
    • Work with Information systems to assist in the development and internal reporting to assist in case management programming
  • Participates as part of the management/leadership team.
  • Performs other related duties as assigned

REQUIRED QUALIFICATIONS:
  • Master's degree from an accredited college or university in a field directly related to the administration of human services, such as Social Work, Public Administration, or Business Administration.
  • Three (3) years of full-time, progressively responsible professional experience in systems management
  • Three (3) year of supervisory experience including: program development, planning, evaluation, and administration; budget development and administration; and interpreting and applying local, state, and federal legislation, regulations, policies, and rules governing administration of related programs

LICENSES, CERTIFICATES, AND OTHER REQUIREMENTS:
  • Appointment will be conditional upon successful completion of a criminal and caregivers background check
  • Must possess and maintain a valid driver's license and have access to private transportation at all times for work related duties
