Summary

Who may apply: This announcement is open to current, permanent DFAS employees in the competitive service, Eligible DoD PPP Military Spouse preference applicants and current DFAS VRA employees.

Position is located in the: Info & Tech Directorate, Assessment Analysis & Assignment, Portfolio Management (ZTFAC)


Responsibilities

  • Provides expert financial management and systems, advisory and consultative services with regards to the planning, programming, and budgeting of defense business systems.
  • Interprets higher level guidance; plan, assess, and analyze Department of Defense (DoD) business systems and migratory systems/subsystems.
  • Develops milestones and plans to complete business management projects. Monitors/reviews progress.
  • Assesses the integration of new technology and means of improving productivity/efficiency of IT systems. Prepares operating instructions for developing and facilitating systems interfaces.
  • Ensures systems designs provide for the integrity of financial records and provide data and reporting capacities for preparation and submission of documentation required by the Federal Managers Financial Integrity Act for all assigned systems.
  • Analyzes audit reports, management reports and other system indicators to develop areas for future systems redesign. Directs analysis of enterprise system accomplishment and resource utilization.
  • Develops, interprets, and revises accounting and finance systems policies and procedures. Conducts independent studies of complex and diversified information, accounting, and/or financial systems or system components.
  • Provides policy interpretations and functional recommendations on system structure.

    Qualifications

    Basic Requirement: Applicants must have IT-related experience demonstrating the following competencies appropriate to, or above, the level of this position. For vacancies below the full-performance level of the position, the basic requirement will be evaluated on a developmental basis.     • Attention to Detail - experience reviewing my own information technology-related work or data and have been asked by others to review their work or data to ensure accuracy, completeness, and consistency with standards.
    • Customer Service - experience maintaining relationships with customers, assessing current information technology needs of customers, and developing or identifying information technology products and services that are tailored to meet customer needs.
    • Oral Communication - briefing mid-level management and IT staff on the status of information technology systems, projects, or daily operations, including the communication of technical information to a non-technical audience.
    • Problem Solving - identifying alternatives to address complex information technology-related issues by gathering and applying information from a variety of sources that provide a number of potential solutions.
    In addition to the basic requirement above: One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-12) within the federal service, which demonstrates the ability to perform the duties of the position, is required.

    Specialized experience is described as: Experience providing support in the planning, budgeting, and execution reporting for financial/accounting systems; applying new regulatory requirements and advising on financial system policies and procedures; performing extensive business process analysis through evaluation of financial systems, policies, procedures, and regulations. Compiling, analyzing, and evaluating budget artifacts for financial management systems to ensure their accuracy and alignment to IT strategy.

    Time-in-Grade: Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement. Applicant must have served 52 weeks as a GS-12 or higher grade in Federal Service.
