Burlington Housing Authority (BHA) is seeking an innovative, strategic, visionary leader to continue the revolutionary impact this organization has had in improving our community by providing very affordable, safe, stable housing to our most vulnerable residents. BHA’s Board of Commissioners and its dedicated team of professionals are committed to ending homelessness in the Burlington area, which we believe is possible through thoughtful collaboration with other civic leaders and partner agencies in the area. Accordingly, we are seeking a leader driven to continue BHA’s efforts to achieve this goal.


Background

Serving the greater Burlington, Vermont, area since 1961, BHA is a national leader in promoting innovative solutions that address housing instability challenges facing extremely low-income families and individuals, many of whom are elderly or disabled. This includes administering a range of programs that enable BHA to provide permanent, supportive, affordable housing to this population. With an operating budget of approximately $31 million (including Housing Assistance Payments) and a 50-person staff, BHA has adopted a uniquely broad, holistic approach to housing, employing a set of strategic priorities designed to help end homelessness, which include:

  • Strategically administering HUD-funded rental subsidy programs (Section 8, Multifamily, and others) to ensure access to housing for approximately 2,500 extremely low-income individuals and families that is truly affordable;
  • Operating 680 BHA-owned or managed apartments with affordable rents for seniors, people with disabilities, and families, including New Americans and the formerly homeless;
  • Offering a highly successful housing retention program designed to prevent eviction and improve the quality of life for program participants;
  • Maintaining a talented and empathetic team of skilled professionals who understand the challenges many in the community face. BHA staff approach their work with residents and program participants in ways that best address their needs to improve the likelihood of retaining their housing and rental subsidies.

Position Summary

Reporting to a five-person Board of Commissioners (Board), BHA’s Executive Director (ED) oversees all aspects of BHA’s operations, including policy development, strategic planning and budgeting, operational administration, property acquisition and development, and financial management. The ED also works closely with state and local partner agencies and non-profits to coordinate comprehensive support and promote policies designed to help extremely low-income households achieve housing stability.

Candidate Qualifications


The Board is seeking an accomplished, strategic, collaborative leader who is passionate about public service, affordable housing, and making an impact in his or her community. Candidates should be able to manage federal and local resources in innovative ways to address challenges facing the most vulnerable members of our community. Working with a talented and dedicated team of managers, BHA’s next ED should have demonstrated success at leading a highly effective organization and developing its staff. The ED should be a visionary leader skilled at identifying and leading change management efforts to ensure BHA remains a positive agent for change in our community. Financial management expertise and an entrepreneurial mindset are also required in BHA’s next ED.

Candidates for ED must possess a bachelor’s degree—potentially in finance, public administration, or related fields—with advanced degrees preferred. It is also expected that candidates will have a minimum of five years of executive-level leadership, ideally in public housing management, public administration, public finance, or similar professional employment. Experience in affordable housing operations or a related field, as well as a working knowledge of HUD programs, policies, and procedures is strongly desired. The salary is competitive and open, depending on qualifications and extent of relevant experience.
